Public Works and Local Improvements Files

Forms part of Fonds 3. Series consists of project files for various local improvements and specifications for public works projects in the Rural Municipality of Charleswood. Local improvement project files include correspondence, legal and financial records, petitions, public notices, tenders, drawings/plans, etc. Specifications for public works were assembled into packages by the Templeton Engineering Company, a consulting firm. These packages contain instructions to bidders, tender forms, agreements as well as other sections describing general conditions and special provisions. Drawings/plans commonly appear in packages.

Local improvement project files appear first, followed by specifications for public works projects. Original order was maintained by preserving the three alphabetical filing systems that comprise the local improvement project files, one of which has a distinct alpha-numeric filing system. Specifications for public works projects appear in chronological order. Files belonging to the City of Winnipeg removed.

Personnel Records

Forms part of Fonds 7: Series consists of all surviving personnel records for the Town of Tuxedo. The records date from 1939 to 1972, and cover a variety of personnel issues including workmen’s compensation, unemployment insurance, pensions and life insurance. Also included are records concerning terminations, garnisheed wages and medical details.

Subject Files

Forms part of Fonds 3. Series consists primarily of both incoming and outgoing correspondence created and maintained by the Rural Municipality of Charleswood. Files relate to the main functions of the RM, including assessment and taxation, town planning, local improvements, public works, elections, municipal aid, etc. Other files document municipal administration and Council business. Many of the records document the intersections between the RM and residents of Charleswood as well as its relationship with other levels of government and both public and private bodies. Other record types include reports, agreements and legal records, petitions, town and building plans, and photographs.

Series appears to have served as the central filing system for the RM of Charleswood. Each file was given a subject heading and arranged in alphabetical order by the creator. Correspondence with individual residents or other entities was often filed by letter (ie: "A" Miscellaneous). This recordkeeping system was repeated every year from 1949-1971 with some files being carried over. Like subject headings brought together by the archivist. Files created after the City's amalgamation in 1972 removed.

Donation 9: Ukrainian immigrant bicycle story

Consists of digitized documents related to the immigration of Emma Obendoerfer to Canada from the Soviet Union following World War 2, as well as the bicycle she brought with her. Newspaper clippings were pasted into volumes by the creator or attached to pages with tape. Series is arranged numerically (or chronologically by date of creation).

Forms part of Fonds 12. Series consists of records of the Local Improvements Department in the City of St. Boniface. The records document a variety of subject matter including local improvements, Public Works Programme, Capital Works Programme, general correspondence and petitions. In addition,there are files from 1956 to 1971 arranged alphabetically by street name and local improvement project being performed.

Municipal Aid Records

Forms part of Fonds 3. Series consists of case files and records pertaining to the administration of municipal aid in the Rural Municipality of Charleswood. Municipal aid included such services as social assistance, child welfare, and hospital aid. The scope of the RM's responsibilities with regards to these services was largely defined in provincial legislation (Social Assistance Act 1957, Hospital Services Insurance Act 1958, Social Allowances Act 1959, etc.) and in other places like by-law 1495 (RM of Charleswood). Common record types include correspondence, applications, legal records, reports, statements, relief schedules, and account sheets.

Records appear in four groupings. Case files appear first, followed by records related to general administration; reports, statements, schedules, etc. (records created in the process of seeking financial reimbursement from the Province); correspondence; and account sheets removed by creator from general ledgers. For privacy and access reasons, sensitive correspondence was removed by archivist from the Subject Files series and placed in the Municipal Aid series. Files belonging to the City of Winnipeg removed.

Special Committee on Housing Conditions

Forms part of Fonds 1. The series consists of communications, reports and plans created and received by the Special Committee on Housing Conditions between 1933 and 1957. Included are reports and publications regarding housing issues in Winnipeg and other jurisdictions, records of the Winnipeg Housing Company Limited, minutes and report of the Fact Finding Board of 1947, reports of the Emergency Housing Department, and numerous architectural and site plans for proposed housing projects. The file code for this special committee was A19 (missing are volumes 2-11).

Civic Charities Endorsement Bureau

Forms part of Fonds 1. Series consists of reports, forms and documentation submitted by organizations seeking permission to solicit funds from the citizens of Winnipeg. Included are application forms, annual and financial reports of organizations, correspondence directed to and sent from the Civic Charities Endorsement Bureau, minutes and verbatim reports of Bureau deliberations, telephone poll results regarding requests from organizations, and police reports on unsanctioned solicitation or suspected cases of fraud. For the most part, files are arranged alphabetically by organization name and cover a wide range of organization types from community clubs to service clubs, health care agencies, hospitals, homes for seniors and orphaned children, and organizations formed in aid of disasters in other countries. A secondary series of files labeled Miscellaneous, "A", "B", "C", etc. contains alphabetical files and correspondence from obscure groups or organizations. Bureau minutes are in chronological order, with minutes numbered sequentially each year. Early files of the Bureau were destroyed.

St. James - Winnipeg Airport Commission

Forms part of Fonds 1. The series documents the development of Stevenson Field, which later became the Winnipeg James Armstrong Richardson International Airport. Records consist of communications, plans and agreements relating to the development of the airport, operation of the airport by Transport Canada, and eventual transfer of control to the Winnipeg Airports Authority Inc. in 1997. An Index to File Numbers is included. Records were organized alphabetically by subject, each of which was assigned a number, and files were organized in file number order (in practice, the letter "A" precedes the file number). Files with no file number follow those with file numbers.

Special Committee on Street Railway Transportation Matters

Forms part of Fonds 1. Series consists of communications, rough minutes, publicity and reports relating to the City of Winnipeg's intention to lease or purchase the Winnipeg Electric Company, the Suburban Rapid Transit Co., the Winnipeg, Selkirk and Lake Winnipeg Railway Co., the Manitoba Power Co., and the Northwestern Power Co.; issues arising out of the Greater Winnipeg Transit Bill before the provincial legislature; issues arising out of Municipal and Public Utility Board reports on passenger transportation in Greater Winnipeg; competition between taxicabs and the street railway system; and the Winnipeg Electric Company's proposal for a new transportation franchise. The records are arranged in chronological order with some folders relating specifically to publicity.

Voters lists are arranged chronologically.

Winnipeg War Memorial Committee

Forms part of Fonds 1. Series consists of minutes and communications of the Winnipeg War Memorial Committee and its two working committees: Site Committee and Design Committee. Included are reports, letters and newspaper clippings regarding site selection, the design competition and award, construction, unveiling ceremony, and committee wrap-up in August of 1929. The records are in chronological order.

Forms part of Fonds 10. Series consists of general and project files documenting local improvements in the Rural Municipality and City of St. Vital (1927-1972). It records the request and approval for local improvements as well as their financing and administration. Common record types include correspondence, account sheets, petitions, drawings, tenders, specifications, bonds, and contracts.

Series arranged into groupings based on like subjects and/or file contents. General files on local improvements and types of local improvements (ie: oiling, paving, sewers, etc.) appear first, followed by petitions and requests. Case files arranged chronologically by street name appear last.

Forms part of Fonds 1. Series consists of communications and detailed reports from City Departments noting the names of all City employees, identifying in particular married women employed by the City and City employees who were not residents of the City. The records are contained in one folder and cover the period July - September of 1924.
