Takedown Policy

The City of Winnipeg Archives strives to provide increased access to its records, which includes providing online access to some of its collections. It is the policy of the City of Winnipeg Archives that material should not be accessible online if:

  • The material contains personal information not eligible for release under the Freedom of Information and Protection of Privacy Act (FIPPA) or the Personal Health Information Act (PHIA)
  • The material is obscene, defamatory, culturally inappropriate, or otherwise insensitive
  • Online access to the material violates the First Nations Principles of OCAP® (Ownership, Control, Access, and Possession)
  • Online access to the material violates Canadian copyright regulations
  • Online access to the material would cause the City of Winnipeg or one of its departments significant operational difficulties

  • The City of Winnipeg Archives has done its due diligence to screen the material it posts online to ensure it does not contain any of the above. If there are concerns, however, users may submit a takedown request that includes the following:

  • A way to identify the record(s), such as a hyperlink or a reference code
  • A clear statement as to which of the above issues the record(s) violate
  • A brief description as to how the record(s) violate the above

  • When a takedown request is received, the identified material will be temporarily removed while a review takes place. This review will take up to a maximum of 30 days and may require the requester to provide clarification or further information. If more time is required, the City of Winnipeg Archives will provide notification to the requester, specifying the reasons for the delay. If the request is accepted, the material will be taken down permanently. Otherwise, the material will once again be made public and the reasoning for the decision will be provided to the requester.
