Public Works and Local Improvements Files

Forms part of Fonds 3. Series consists of project files for various local improvements and specifications for public works projects in the Rural Municipality of Charleswood. Local improvement project files include correspondence, legal and financial records, petitions, public notices, tenders, drawings/plans, etc. Specifications for public works were assembled into packages by the Templeton Engineering Company, a consulting firm. These packages contain instructions to bidders, tender forms, agreements as well as other sections describing general conditions and special provisions. Drawings/plans commonly appear in packages.

Local improvement project files appear first, followed by specifications for public works projects. Original order was maintained by preserving the three alphabetical filing systems that comprise the local improvement project files, one of which has a distinct alpha-numeric filing system. Specifications for public works projects appear in chronological order. Files belonging to the City of Winnipeg removed.

Public Safety Building Time Capsule

Series consists of the following: 1) copper time capsule with tin/lead solder 2) audio recording of the laying of the cornerstone ceremony held on November 30, 1965, 3) envelope submitted by the Police Department containing a list and photos of employees and a photo of the Rupert Avenue Police Station (now demolished), 4) envelope submitted by the Fire Department containing a list and photos of employees, cap badges, uniform buttons, and a procedure manual, 5) envelope submitted by the Signals Department containing a list of employees, 6) envelope submitted by the City Magistrate containing a list and photos of employees and court statistics from 1964.

Forms part of Fonds 27: This series contains records of the different projects the Fort Garry Historical Society worked on through the decades. It includes subject files and non-society publications relating to people and life in Fort Garry. Examples include the Fort Garry Historical Society (FGHS) newsletters, publications by the FGHS, and other projects taken on by the Society.

Playgrounds Commission

Forms part of Fonds 1. Series consists of minutes and financial records of the Committee on Public Playgrounds for Winnipeg, the Playgrounds Association of the City of Winnipeg and the Playgrounds Commission as well as minutes for various special or sub-committees formed to undertake specific tasks. The minutes are in chronological order.

Photographs

Forms part of Fonds 27: This series contains photographs of the many activities and events sponsored by the Fort Garry Historical Society (FGHS). These photographs are from events such as the FGHS general meetings, its annual general meetings, and the opening of the Saint Norbert Provincial Heritage Park, including images of the historic buildings and artifacts. There are also photographs of flooding from 1950, 1979, and 1997, events like walking tours and celebrations hosted by the FGHS, and other historical photographs.

Forms part of Fonds 3. Series consists of photographs collected by the Rural Municipality of Charleswood and not filed in any recordkeeping system. The majority of photographs are aerial shots but series also includes photographs of council members.

Photographs were removed from envelopes and placed in folders by archivist. The original groupings were preserved.

Forms part of Fonds 15. Series consists of photographs taken by GWWD employees during the building of the Greater Winnipeg Aqueduct that brings water from Shoal Lake to Winnipeg. Photos are made up of nitrate negatives and lantern slides.

Personnel Records

Forms part of Fonds 7: Series consists of all surviving personnel records for the Town of Tuxedo. The records date from 1939 to 1972, and cover a variety of personnel issues including workmen’s compensation, unemployment insurance, pensions and life insurance. Also included are records concerning terminations, garnisheed wages and medical details.

Parks Board Files

Forms part of Fonds 10. The Parks Board of St. Vital was authorized by By-law No. 5366 that came into effect on November 7, 1949. With this action, the provisions of Part 9 of Division 3 of the Municipal Act governing the establishment, constitution and procedure of a Public Parks Board were fully adopted and applied. The Parks Board comprised a Chairman, Vice-Chairman, Secretary-Treasurer and six other resident members.

Series consists of the records of the Parks Board of St. Vital and appears in three main groupings. Financial statements and reports appear first, followed by correspondence that includes both general and project files; drawings of parks and park-related projects appear last. Copies of minutes and other textual records located with correspondence.

Parks and landmarks

Photos of Exhibition Park, Triangle Park, Old City Hall, New City Hall, the Horse Show Ampitheatre, and Portage and Main in Winnipeg. All of these parks and landmarks either do not exist anymore, or have changed significantly. Photocopies of Exhibition Park show where it was located between Selkirk, Jarvis, and McPhilips Streets and served as an entertainment event and industrial fair. It had a variety of circus activities, Ferris wheel, art, a stampede, games, and music for the public to enjoy from 1891 until the 1920s. Triangle Park, also known as Odeon Park, was previously located in the Exchange District. City Hall photographs depict the old "Gingerbread" City Hall and the City Hall that replaced it, as it is seen today. The Horse Show Ampitheatre is a copy of a postcard showing the exterior of the Ampitheatre. The last photo is an aerial photograph of Portage Avenue and Main Street with surrounding downtown area.

Forms part of Fonds 1. Series consists of all surviving correspondence for the Parking Authority (1959-1965, 1970-1972). Other record types include reports and financial records.

Series keeps the arrangement made by the original creator.

Oversized Items

Series consists of a scrapbook commemorating the opening of the Grace hospital, a photograph collage of Winnipeg recreation spaces, and large photographs of Parks Board employees.

Operations Division

Forms part of Fonds 24. Series O includes records created in the years 1999-2002 to serve the Division’s purpose of providing the best possible services to the athletes, coaches, managers and cultural participants during their stay at the 2002 NAIG. Records include Operational plans, Venue agreements, Transportation arrangements, Environment plans, Security plans, Sensitivity Programs, Service Plans, and Medical arrangements.

Municipal Solicitor Files

Forms part of Fonds 10. Series consists of files documenting communications between the Municipal Solicitor and the Rural Municipality and City of St Vital. It records the interpretation and application of law in a variety of municipal affairs, such as council matters, court cases, social welfare and hospital accounts, land and property issues, etc. Most files appear to have been created and maintained at the municipal office. Common record types include correspondence, agreements, copies and drafts of by-laws, court documents, and others.

Series includes groupings based on like subject headings. All groupings have a similar provenance with the exception of files labeled “St. Vital” that were likely assembled by the law firm McDonald & Dunham. Other firms hired by the municipality were Hough, Campbell & Ferguson and Newman, MacLean & Associates.

Municipal Manuals

Forms part of Fonds 1: Series consists of publications produced by the City Clerk's Department on an annual basis. Information was gathered from city departments and includes a broad range of data, past and present, reflecting Winnipeg's political and administrative structure and general activities under the City's jurisdiction. Volumes contain historical facts, election results, a description of Council, appointments to Standing and Special Committees and Public Boards, descriptions of civic departments and statistics on services delivered by the City. The first issue in 1904 consisted of only 20 pages. The manual changed over the years and grew in size as new material was added. The series continues after the formation of Unicity in 1972.

Forms part of Fonds 2: Series continues Series 27, after the formation of Unicity. No manual was printed in 1972. The series consists of publications produced by the City Clerk’s Department on an annual basis until 1996, after which time it was produced after each General Civic Election. Information was gathered from city departments and consists of a broad range of data, past and present, reflecting Winnipeg’s political and administrative structure and general activities under the city’s jurisdiction. Every issue contains historical facts, election results, a description of Council, appointments to Standing and Special Committees and Public Boards, descriptions of civic departments and statistics on services delivered by the City. The current publication is available online.
