Subject Files

Forms part of Fonds 3. Series consists primarily of both incoming and outgoing correspondence created and maintained by the Rural Municipality of Charleswood. Files relate to the main functions of the RM, including assessment and taxation, town planning, local improvements, public works, elections, municipal aid, etc. Other files document municipal administration and Council business. Many of the records document the intersections between the RM and residents of Charleswood as well as its relationship with other levels of government and both public and private bodies. Other record types include reports, agreements and legal records, petitions, town and building plans, and photographs.

Series appears to have served as the central filing system for the RM of Charleswood. Each file was given a subject heading and arranged in alphabetical order by the creator. Correspondence with individual residents or other entities was often filed by letter (ie: "A" Miscellaneous). This recordkeeping system was repeated every year from 1949-1971 with some files being carried over. Like subject headings brought together by the archivist. Files created after the City's amalgamation in 1972 removed.

Personnel Records

Forms part of Fonds 7: Series consists of all surviving personnel records for the Town of Tuxedo. The records date from 1939 to 1972, and cover a variety of personnel issues including workmen’s compensation, unemployment insurance, pensions and life insurance. Also included are records concerning terminations, garnisheed wages and medical details.

Public Works and Local Improvements Files

Forms part of Fonds 3. Series consists of project files for various local improvements and specifications for public works projects in the Rural Municipality of Charleswood. Local improvement project files include correspondence, legal and financial records, petitions, public notices, tenders, drawings/plans, etc. Specifications for public works were assembled into packages by the Templeton Engineering Company, a consulting firm. These packages contain instructions to bidders, tender forms, agreements as well as other sections describing general conditions and special provisions. Drawings/plans commonly appear in packages.

Local improvement project files appear first, followed by specifications for public works projects. Original order was maintained by preserving the three alphabetical filing systems that comprise the local improvement project files, one of which has a distinct alpha-numeric filing system. Specifications for public works projects appear in chronological order. Files belonging to the City of Winnipeg removed.

Forms part of Fonds 1. The series consists of communications relating to project identification, coordination and planning for post-war reconstruction within the City of Winnipeg. The records are in three folders labeled A49, A49(2) and A49(3). Communications are arranged in chronological order.

Departmental Files

Forms part of Fonds 10. Series consists of files documenting communications between the administrative office and the Police, Fire, and Public Works departments of the Rural Municipality and City of St. Vital. It appears in three groupings, according to department, with files on the Police and Fire department appearing first. Once a single department, Finance Committee recommended dividing the Police and Fire department in a budget meeting on February 25, 1952.

Series includes administrative files that contain correspondence and reports submitted by department heads; correspondence and agreements with various unions and associations as well as miscellaneous project files also appear. Other record types include financial statements, inventories, and copies of committee minutes. Files created after the City’s amalgamation in 1972 removed.

Town Planning Files

Forms part of Fonds 3. Series consists of files created and maintained by the Rural Municipality of Charleswood that document the town planning function. It includes minutes of the Town Planning Advisory Committee, town planning schemes, and project files. Reference files and books of sewer connection permit numbers also appear. File contents are predominantly textual but include numerous urban plans. Much of the correspondence is between the RM of Charleswood and the Metropolitan Corporation of Greater Winnipeg (Metro).

When applicable, records were removed from bound volumes and placed in folders. Minutes of the Town Planning Advisory Committee appear first, followed by general files, town planning schemes, permit numbers books, and project files. Original order of the project files was preserved. Oversized items housed in separate container.

Parks Board Files

Forms part of Fonds 10. The Parks Board of St. Vital was authorized by By-law No. 5366 that came into effect on November 7, 1949. With this action, the provisions of Part 9 of Division 3 of the Municipal Act governing the establishment, constitution and procedure of a Public Parks Board were fully adopted and applied. The Parks Board comprised a Chairman, Vice-Chairman, Secretary-Treasurer and six other resident members.

Series consists of the records of the Parks Board of St. Vital and appears in three main groupings. Financial statements and reports appear first, followed by correspondence that includes both general and project files; drawings of parks and park-related projects appear last. Copies of minutes and other textual records located with correspondence.

Election Records

Forms part of Fonds 10. Series consists of election project files and other documents and materials related to municipal elections in the Rural Municipality and City of St. Vital. It includes correspondence, poll results, declarations and oaths, nomination papers, permits, voters lists, etc. Majority of voters lists missing.

Series is arranged chronologically with later additions placed at end.

Advisory Planning Commission Files

Forms part of Fonds 10. The St. Vital Advisory Planning Commission, established as provided in Section 12A of the Town Planning Act, functioned from 1952 to [1961]. The Commission was comprised of 5 members, 2 members from Council, and 3 citizens appointed by Council. The Commission investigated and reported to Council on all matters related to the location and design of any public building, park, parkway, boulevard, street, land, playground, public grounds, housing scheme or other similar development, or any change thereto. In addition to its advisory duties, the Commission acted as a board of adjustment on zoning matters (See Town Planning Scheme 1951, Chapter 3). It was given free reign as to its rules of procedure and was expected to keep a record of its proceedings. The inaugural meeting was held on October 2, 1952.

Series contains minutes and correspondence files, which include communications with council and customer service records. These files are followed by Town Panning Schemes and related records (correspondence, copies of by-laws, public notices, and urban plans/drawings).

Metro Divisions

Responsibilities inherited by Metro were undertaken by six divisions under the supervision of the Executive Director of the Corporation. Metro’s Assessment Division was responsible for the preparation and delivery of annual realty, property and business assessment rolls, the re-assessment of properties, the processing of appeals to the Metropolitan Board of Revision and the Municipal Board, as well as all functions previously administered by municipal assessment personnel such as the preparation of annual voter lists, vacancy surveys, property appraisals and population analysis and distribution. The Finance Division oversaw the development of financial plans and objectives, which included maintaining Metro’s account books, issuing financial reports, supervising transactions, and preparing budgets. The Parks and Protection Division inherited functions related to parks (including riverbanks, boulevards and care of trees), the zoo, municipal golf courses, mosquito abatement, and civil defence. The Division further increased park land in the Greater Winnipeg area by 1,000 acres. The Planning Division developed, executed and enforced the Development Plan, and other By-laws and regulations related to zoning, subdivisions, building, electrical and plumbing by-laws. The Streets and Transit Division inherited transit functions from the Greater Winnipeg Transit Commission and was further responsible for the street system, arterial traffic control and bridges. With the assistance of this Division, Metro fulfilled its commitment to build three new bridges in Winnipeg: the St. James Bridge and Underpass, St. Vital Bridge, and Maryland Twin Bridge. Finally, the Waterworks and Waste Disposal Division inherited responsibility for the supply, treatment, storage and distribution of water to area municipalities, which included the maintenance and construction of pumping stations, treatment plants and lagoons.

Series consists of records produced by the divisions, directed to and collected by the Metro Executive Director and/or Chairman of Council. Records include inter-office memos, correspondence, reports, divisional directors’ files, plans, promotional material, financial records, operating and capital budgets, presentations, statistics, news releases, transcripts, surveys, studies and investigations.

Series documents the planning, research, organization and execution of Metro projects and events, administration, the organization and roles of the divisions, communications between the divisions and the Executive Director, as well as Metro’s relationship with municipal and provincial officials, and citizens of the Greater Winnipeg area.

The records were filed in the offices of the Executive Director and Chairman in reverse-chronological order according to the division to which they related. They were subsequently compiled into general divisional folders, or in thematic folders categorized by major projects or functions of each division. The arrangement of the series reflects this original order.

Development Agreements

Forms part of Fonds 3. Series consists of development agreements between the Rural Municipality of Charleswood and various developers like Parklands Limited, Quality Construction, Suzuki Brothers, etc. It documents transactions related to residential development and other projects, including the construction of the Westdale Recreational Centre. File contents are predominantly textual (agreements, correspondence, etc.) but contain numerous urban plans as well. Some of the files remained active after the 1971 amalgamation and appear to have been copied and/or maintained by the City Clerk's Department.

Metro General Government

Metro’s General Government was composed of its Chairman of Council, the Council Administration (the Executive Director and Secretary’s Department), the Law Department (including Claims), and the Information Research Officer. In 1963, the Personnel Department was transferred from the Finance Division to General Government under the supervision of the Executive Director. During the Metro Decade, Council was led by three Chairman: Richard H.G. Bonnycastle (1960-1966), interim Chairman Lawrence E. Ostrander (1966), and Jack Willis (1966-1971). Metro’s first Chairman was appointed by the Provincial Government for a four-year term. As of 1964, Chairmen were elected by Council. The Chairman of Council decided how the Corporation discharged its responsibilities as assigned to them by the Metropolitan Winnipeg Act. The Chairman discharged these responsibilities to the Executive Director: Elswood F. Bole (1960-1965), J.R. McInnes (1965-1969), and D.I. McDonald (1969-1971). The Executive Director, as Metro’s chief administrative officer, was accountable to the Council. Consequently, he ensured that Council’s instructions were carried out. The Executive Director delegated these instructions to Metro’s divisions. In addition to supervising the divisions, Metro’s Solicitor, Secretary and Information Research Officer were also accountable to the Executive Director.

Series consists of reports, correspondence, plans, briefs, petitions, biographical sketches, photographs, statements and speeches, press releases, studies, legal agreements, staff newsletters, pamphlets, union agreements, organizational charts, and Metro Christmas cards. The series documents the functions of individual positions or offices within the General Government structure, as well as the overall organization and administrative functions of the corporation. Records related to personnel activities and Metro events (including its first anniversary) are also documented throughout the series.

Series includes multiple filing systems and maintains the original order of the records based on their creation or collection by General Government offices and staff. Legal agreements were kept in chronological order based on numbers assigned to each agreement. Series includes an incomplete set of agreements from no. 497-1743. Chronological files were kept in the Chairman’s office starting in 1965. These files documented outgoing correspondence and contain related attachments in reverse-chronological order. Reading Files were kept by the Corporation’s secretary and were compiled by month and year, also in reverse-chronological order. The remaining records in the series were compiled into folders based on the office that created or collected them, followed by a sub-heading based on the function to which each folder related (for example, Personnel Department – Biographical Sketches).
