Forms part of Fonds 27: This series contains a small amount of artwork donated to the Fort Garry History Society (FGHS) by residents of Fort Garry. This series includes artwork by Pat Wheeler, a long-standing member of the FGHS, and her mother, Gwen Highmore. This collection depicts the historical landscape of Fort Garry, including important landmarks.

Metropolitan Corporation Photographs and Materials

Series consists of photographs created, commissioned, or otherwise collected by the Metropolitan Corporation of Greater Winnipeg for promotional and internal use, as well as some accompanying textual material. Photographs are primarily prints, but also include negatives and slides. Photographs consist largely of Winnipeg parks, streets, bridges, city employees, Metro Councilors and Administration. Most promotional photographs have cut lines or captions provided for publication purposes.

A very small number of photographs were taken before and after the Metropolitan Corporation era (1960-1971). The older photographs were gathered for promotional purposes and the more recent photographs were likely added by the Information Services section.

City Treasurer

Forms part of Fonds 10. Series consists of files belonging to Alan Gill that record his various activities and responsibilities as City Treasurer of St. Vital. Following the City’s creation, Gill was appointed Treasurer in July 1963. Prior to that date this role was carried out by the Secretary-Treasurer and, for a brief time, the City Clerk. Council passed by-laws 7800 and 7801 in June 1964 that appear to formalize the separation of Clerk and Treasurer. After amalgamation with the City of Winnipeg in 1972, the Community of St. Vital continued to maintain this filing series.

According to The Municipal Act, the duties of the treasurer were to receive and safely keep all moneys belonging to the municipality, and pay out those moneys to such persons and in such manner as provided in the Act, and as the by-laws or resolutions of the council direct. Responsible for financial management, the City Treasurer maintained accounts and generated financial information as a means of advising council and others on financial matters.

Series arranged into three groupings. Copies of reports appear first, followed by two correspondence series. The latter series has a distinct alpha-numerical filing system in which the letter signifies the subject (ie: A for Acquisition of Land) and the number signifies the order. Other subjects include capital projects, development agreements, estimates, land sales, levies and assessment, Metropolitan Corporation, planning proposals, school board and zoning. Records related to departmental finances, personnel and hospital accounts also appear throughout this series.

Metro Council Communications

Forms part of Fonds 14. Series consists of correspondence, reports, memos, acts, photographs and various records generated or received by council. Files are organized alphabetically by an alpha-numeric filing code, with most records in each file organized in reverse-chronological order. Series documents activities related to assessment, personnel, finance, parks and protection, streets and transit, bridge construction and maintenance, water and waste, planning, general government, committees, municipalities, boards, legislation, property, events, by-law development and administration, and general research.

Biographical information

Forms part of Collection 10. Series primarily consists of local newspaper clippings regarding Weir and her dance studio in Winnipeg. It also includes handwritten notes by Weir with her instructions for dance recitals and classes. Series contains a biography of Weir written by her daughter as well.

City Hall Press Cards

Forms part of Fonds 1. Series consists of a handwritten list of the names of journalists issued press cards from circa 1959 until 1977. Included are thumbnail photographs of radio, print and television journalists and a few signed press cards. The entries are chronological.

Development Agreements

Forms part of Fonds 3. Series consists of development agreements between the Rural Municipality of Charleswood and various developers like Parklands Limited, Quality Construction, Suzuki Brothers, etc. It documents transactions related to residential development and other projects, including the construction of the Westdale Recreational Centre. File contents are predominantly textual (agreements, correspondence, etc.) but contain numerous urban plans as well. Some of the files remained active after the 1971 amalgamation and appear to have been copied and/or maintained by the City Clerk's Department.

Agreements

Forms part of Fonds 3. Series consists of a set of agreements organized numerically by the Rural Municipality of Charleswood (no. 1 to 102; missing are 32 and 65). The agreements document various transactions ranging from the RM's incorporation to the purchasing or leasing of supplies and equipment. Included are agreements and related records (correspondence, urban plans, etc.) with individuals, local clubs, and other entities such as the City of Winnipeg. Common records include easement and lease agreements, employment and service contracts, and documents pertaining to public works or the regulation of municipal affairs.

Agreements are filed in a numerical sequence that begins in an ad hoc order and later becomes chronological. Both documents and their original sleeves have been placed into folders.

Election Records

Forms part of Fonds 10. Series consists of election project files and other documents and materials related to municipal elections in the Rural Municipality and City of St. Vital. It includes correspondence, poll results, declarations and oaths, nomination papers, permits, voters lists, etc. Majority of voters lists missing.

Series is arranged chronologically with later additions placed at end.

Public Works and Local Improvements Files

Forms part of Fonds 3. Series consists of project files for various local improvements and specifications for public works projects in the Rural Municipality of Charleswood. Local improvement project files include correspondence, legal and financial records, petitions, public notices, tenders, drawings/plans, etc. Specifications for public works were assembled into packages by the Templeton Engineering Company, a consulting firm. These packages contain instructions to bidders, tender forms, agreements as well as other sections describing general conditions and special provisions. Drawings/plans commonly appear in packages.

Local improvement project files appear first, followed by specifications for public works projects. Original order was maintained by preserving the three alphabetical filing systems that comprise the local improvement project files, one of which has a distinct alpha-numeric filing system. Specifications for public works projects appear in chronological order. Files belonging to the City of Winnipeg removed.

General Correspondence

Forms part of Fonds 7. Series consists of all surviving correspondence directed toward the Town of Tuxedo. The correspondence dates from the first year of the Town of Tuxedo’s incorporation, 1913, until 1974, slightly beyond its final year as a unique entity, 1971. The correspondence covers a wide variety of topics relating to the establishment of the town, health, schools, snow removal and taxation, with the greatest attention given to land development and all related issues. The records are arranged alphabetically by subject.

Included at the end of this series is early correspondence, 1914 to 1947, relating to public works and includes seven agreements.

Election Records

Forms part of Fonds 8. Series consists of Lists of Voters, Lists of Electors, Electors' Rolls, Juror's Lists and general election material and correspondence for the R.M. of East Kildonan and the City of East Kildonan.

Municipal Aid Records

Forms part of Fonds 3. Series consists of case files and records pertaining to the administration of municipal aid in the Rural Municipality of Charleswood. Municipal aid included such services as social assistance, child welfare, and hospital aid. The scope of the RM's responsibilities with regards to these services was largely defined in provincial legislation (Social Assistance Act 1957, Hospital Services Insurance Act 1958, Social Allowances Act 1959, etc.) and in other places like by-law 1495 (RM of Charleswood). Common record types include correspondence, applications, legal records, reports, statements, relief schedules, and account sheets.

Records appear in four groupings. Case files appear first, followed by records related to general administration; reports, statements, schedules, etc. (records created in the process of seeking financial reimbursement from the Province); correspondence; and account sheets removed by creator from general ledgers. For privacy and access reasons, sensitive correspondence was removed by archivist from the Subject Files series and placed in the Municipal Aid series. Files belonging to the City of Winnipeg removed.

Parks Board Files

Forms part of Fonds 10. The Parks Board of St. Vital was authorized by By-law No. 5366 that came into effect on November 7, 1949. With this action, the provisions of Part 9 of Division 3 of the Municipal Act governing the establishment, constitution and procedure of a Public Parks Board were fully adopted and applied. The Parks Board comprised a Chairman, Vice-Chairman, Secretary-Treasurer and six other resident members.

Series consists of the records of the Parks Board of St. Vital and appears in three main groupings. Financial statements and reports appear first, followed by correspondence that includes both general and project files; drawings of parks and park-related projects appear last. Copies of minutes and other textual records located with correspondence.

Agreements and Early Documents

Forms part of Fonds 10. Series consists of agreements (originals and copies) and some of the earliest surviving documents belonging to the Rural Municipality and City of St. Vital. Agreements document various transactions with individuals, local clubs, companies, and other entities such as the City of Winnipeg. Common records include easement and lease agreements, employment and service contracts, and documents pertaining to public works or the regulation of municipal affairs. Many contracts and agreements have supporting documents (oaths, by-laws, schedules, etc.) and related correspondence. Early documents include copies of provincial legislation and correspondence. Caveats, notices of caveats as well as requests and approvals for sewer and water connections also appear in this series.

Most agreements and early documents filed individually according to chronological order. Various small contracts and related agreements appear together. Files may contain both documents and their original sleeves, but most documents – especially in later years – did not have any containers or labels.

Town Planning Files

Forms part of Fonds 3. Series consists of files created and maintained by the Rural Municipality of Charleswood that document the town planning function. It includes minutes of the Town Planning Advisory Committee, town planning schemes, and project files. Reference files and books of sewer connection permit numbers also appear. File contents are predominantly textual but include numerous urban plans. Much of the correspondence is between the RM of Charleswood and the Metropolitan Corporation of Greater Winnipeg (Metro).

When applicable, records were removed from bound volumes and placed in folders. Minutes of the Town Planning Advisory Committee appear first, followed by general files, town planning schemes, permit numbers books, and project files. Original order of the project files was preserved. Oversized items housed in separate container.

Personnel Records

Forms part of Fonds 7: Series consists of all surviving personnel records for the Town of Tuxedo. The records date from 1939 to 1972, and cover a variety of personnel issues including workmen’s compensation, unemployment insurance, pensions and life insurance. Also included are records concerning terminations, garnisheed wages and medical details.
