Metropolitan Corporation Photographs and Materials

Series consists of photographs created, commissioned, or otherwise collected by the Metropolitan Corporation of Greater Winnipeg for promotional and internal use, as well as some accompanying textual material. Photographs are primarily prints, but also include negatives and slides. Photographs consist largely of Winnipeg parks, streets, bridges, city employees, Metro Councilors and Administration. Most promotional photographs have cut lines or captions provided for publication purposes.

A very small number of photographs were taken before and after the Metropolitan Corporation era (1960-1971). The older photographs were gathered for promotional purposes and the more recent photographs were likely added by the Information Services section.

Agreements and Early Documents

Forms part of Fonds 10. Series consists of agreements (originals and copies) and some of the earliest surviving documents belonging to the Rural Municipality and City of St. Vital. Agreements document various transactions with individuals, local clubs, companies, and other entities such as the City of Winnipeg. Common records include easement and lease agreements, employment and service contracts, and documents pertaining to public works or the regulation of municipal affairs. Many contracts and agreements have supporting documents (oaths, by-laws, schedules, etc.) and related correspondence. Early documents include copies of provincial legislation and correspondence. Caveats, notices of caveats as well as requests and approvals for sewer and water connections also appear in this series.

Most agreements and early documents filed individually according to chronological order. Various small contracts and related agreements appear together. Files may contain both documents and their original sleeves, but most documents – especially in later years – did not have any containers or labels.

Financial Ledgers

Forms part of Fonds 7: Series consists of all surviving financial ledgers reflecting the financial operations and accounting procedures of the Town of Tuxedo. It includes general ledgers, 1911-1969, synoptic ledgers, 1913-1923, tax sale lands and record book, 1939-1949, and record of estimate books, 1939-1968.

When necessary, records were removed from bound volumes and placed in folders. Oversized items housed in separate containers.

Forms part of Fonds 4. Series consists of all surviving by-laws for the Rural Municipality of Fort Garry. Included in this series are supporting documents.

Communications

Forms part of Fonds 15. Series consists of communications and reports created or received by the Greater Winnipeg Water District. Included are copies of a 1912 report by Charles Slichter and Rudolph Hering’s Report on a Water Supply from Shoal Lake for the Greater Winnipeg Water District, 1913. Also included are various maps and plans for the aqueduct, aqueduct operating and intake records, correspondence regarding land right of ways and correspondence regarding the rail line constructed by the GWWD.

Forms part of Fonds 1. Series consists of correspondence files from the Mayor's office for the years 1912-1971. Subject matters range from city services, city committees and departments, and matters relating to governance of the city, to cultural activities and groups, sporting events, animals, and a number of other subjects.

Both regular and special meetings of Council are recorded, as well as recommendations and/or minutes of the Transcona Relief, Parks Board, Finance, Public Works, Water and Light, Police, Fire, Health, Licenses, Legislation and Reception, Transcona Community Committee and Residents Advisory Group. Forms part of Fonds 3. Series consists of minutes and agendas for the Council of the Rural Municipality of Charleswood. Inaugural, regular, and special meetings of Council are recorded as well as the meetings of related bodies, such as the Court of Revision and in later years Public Works. Minutes of various committees, including the Town Planning Advisory Committee (1968-1971) and Centennial Committee (1969-1970) also appear. Some files contain other textual materials.

When possible, records were removed from bound volumes and placed in folders. Series is arranged chronologically with the contents of files 27-51 appearing in reverse chronological order.

Financial Records

Forms part of Fonds 3. Series consists of all surviving financial reports of the Rural Municipality of Charleswood (Missing year end reports for 1957 and 1958) and financial ledgers. Although the titles and forms vary, each report summarizes the Municipality's financial operations on an annual basis as per the audit function. Interim reports and financial statements appear in few instances. Ledgers document general accounts and local improvements. One volume relates to financial estimates for the years 1963 to 1968.

Series is arranged in two groupings, financial reports and ledgers. When necessary, records were removed from bound volumes and placed in folders. Oversized items housed in separate containers. Items belonging to the City of Winnipeg removed.

Assessment and Taxation Records

Forms part of Fonds 3. Series consists of valuation forms and tax sale records that document, in part, the assessment and taxation function of the RM of Charleswood. Valuation forms (1942-1954) were maintained by the assessor and assembled into books according to ward. Tax sale books (1913-1933, 1935-1955) document the selling and purchasing of land in arrears. Certificates, statements, warrants and correspondence were kept as records of later tax sales (1956-1971).

Series is arranged chronologically according to record type. Valuation forms were removed from bound volumes. These books appear first and are followed by tax sale records. Oversized items housed in separate containers.

General Files

Forms part of Fonds 10. Series consists of various reference materials, memorabilia and ephemera collected and preserved by the Rural Municipality and City of St. Vital. Many of the records seem to have been kept for their historical value, including files on the 1950 flood and select issues of the St. Vital Lance. Miscellaneous record books appear in this series as well.

By-laws

Series consists of 269 numbered by-laws of the Greater Winnipeg Water District. Two indices are available: Index to By-Laws 1-163 and Index to By-Laws 164-258. The last eleven by-laws are not included in either index. The indices list by-laws in number order and provide a description of their purpose. By-laws were drafted for a variety of reasons, including appointments to District boards, to define duties of District officers, to borrow and/or spend money, to establish rates for municipalities served by the District, and to repeal existing District by-laws.

Forms part of Fonds 3. Series consists of all surviving by-laws for the Rural Municipality of Charleswood (no. 1 to no. 1779*). These documents authorized and regulated the activities of Council and the running of municipal affairs. Included are agreements and contracts, urban plans, and additional textual records. By-laws were subject to provincial legislation and therefore orders of approval issued by the Municipal and Public Utility Board and, after 1959, the Municipal Board of Manitoba regularly appear.

Records were removed from bound volumes and placed in folders. By-laws are filed numerically (or chronologically by date of creation) with the contents of files 59-88 appearing in reverse chronological order.
