Financial Records

Forms part of Fonds 3. Series consists of all surviving financial reports of the Rural Municipality of Charleswood (Missing year end reports for 1957 and 1958) and financial ledgers. Although the titles and forms vary, each report summarizes the Municipality's financial operations on an annual basis as per the audit function. Interim reports and financial statements appear in few instances. Ledgers document general accounts and local improvements. One volume relates to financial estimates for the years 1963 to 1968.

Series is arranged in two groupings, financial reports and ledgers. When necessary, records were removed from bound volumes and placed in folders. Oversized items housed in separate containers. Items belonging to the City of Winnipeg removed.

Assessment and Taxation Records

Forms part of Fonds 3. Series consists of valuation forms and tax sale records that document, in part, the assessment and taxation function of the RM of Charleswood. Valuation forms (1942-1954) were maintained by the assessor and assembled into books according to ward. Tax sale books (1913-1933, 1935-1955) document the selling and purchasing of land in arrears. Certificates, statements, warrants and correspondence were kept as records of later tax sales (1956-1971).

Series is arranged chronologically according to record type. Valuation forms were removed from bound volumes. These books appear first and are followed by tax sale records. Oversized items housed in separate containers.

Forms part of Fonds 4. Series consists of all surviving by-laws for the Rural Municipality of Fort Garry. Included in this series are supporting documents.

Forms part of Fonds 5. Series consists of all surviving minutes for the Council of the Rural Municipality of North Kildonan. Both regular and special meetings of Council are recorded, as well as minutes of standing or special committees.

Forms part of Fonds 10. Series consists of all surviving minutes for the Council of the Rural Municipality and City of St. Vital; missing are minutes from 1912 to 1920. Both regular and special meetings of Council are recorded as well as recommendations and/or minutes of the Court of Revision and various standing committees.

Indexes for minutes (1918-1936) appear at beginning of series, followed by minute books. When possible, records were removed from bound volumes and placed in folders. Series is arranged chronologically.

St. Vital (Man.)

By-laws

Forms part of Fonds 10. Series consists of all surviving by-laws for the Rural Municipality and City of St. Vital (1885-1971).* The earliest by-laws belong to the RM of St. Boniface, the predecessor and former name of St. Vital. By-laws passed by the Winnipeg Suburban Municipal Board, acting on behalf of St. Vital, appear from 1925 to 1927. Included in this series are schedules and other supporting documents as well as a set of indexes (1880-1971).

By-laws were pasted into volumes by the creator or attached to pages with tape or glue. By-laws often appear out of order as noted by the creator and, in a few instances, only copies are included. Series is arranged numerically (or chronologically by date of creation). All by-laws, except for those in volume 46, were kept in their original books.

*Includes by-laws 22 to 8738, not inclusive. Multiple by-laws, especially from 1885 to 1914, are missing. There is a significant jump in the numbering system from 2099 to 3000. For a more detailed description, see file list.

Forms part of Series 54. Subseries consists of minutes for the Committee on Finance, a standing committee of Council. The minutes of the Finance Committee contain a wide range of information relating to works undertaken by the City, employment practices, contract administration and policy implementation. Minutes of the Finance Committee also contain financial information for all other committees, which were required to report to the Finance Committee on any budget items. Indexes are included.

Minutes

Forms part of Series 1. Subseries consists of minutes for the Committee on Public Health and Welfare, a standing committee of Council. Committee responsibilities changed periodically over the years. As well, the name of the committee changed several times, and this is reflected in the minutes. Minutes typically follow a Council year, as standing committees were struck at the first meeting of each new Council.

Winnipeg Board of Parks and Recreation

Forms part of Fonds 1. The Winnipeg Board of Parks and Recreation was responsible for managing all public parks located in the City of Winnipeg. The Board had the power to employ appropriate staff; pass by-laws regarding the use, protection and governance of City parks; assess and levy rates to cover costs for park improvements; and to acquire, expropriate and dispose of land for park purposes. The Board was required to keep records regarding its decisions and financial transactions.

The minutes, by-laws, communications and reports of the Winnipeg Board of Parks and Recreation trace the development of public park space in Winnipeg.

The records consist of five sub-series:

Sub-series consists of by-laws bound into volumes, with each volume containing between 200 and 400 by-laws. Supporting documents referenced in by-laws are not always included in the volumes.

Records consist of a complete set of volumes numbered from 1 to 9. By-laws are arranged in numerical order. Oversized records are not always included in the set but can be found in sub-series 1.

Parks Featurettes

Photographs of various parks and park goers around the Greater Winnipeg area, as well as a small amount of textual records created by the Metro government describing the photos, their collection, and their use. Photographs were collected and used by Allan Bready, Metro's Information Officer, as part of a publication project of park featurettes.
