Forms part of Series 54. Subseries consists of the reports of the Committee on Finance from the years 1874-1903. Reports include dates read and adopted, and contain correspondence to committees, appropriation balance forms, tenders, records of attendance at meetings, and accounts to and from the comptroller.

Communications

Series consists of the communications packfiles of the Committee on Legislation and Reception, and Committee on Personnel and Legislation, as the Committee was later named. Records include letters sent and received by the Committees, reports of committees, files on royal visits, copies of telegrams, petitions about adult suffrage, nominations for Employees' representative on the Employer-Employee Advisory Board.

Legislation files typically consist of correspondence with City Council and the provincial government and occasionally with the governments of other jurisdictions in Canada as well as draft copies of legislation and correspondence with members of the public.

Personnel files include staffing and salary recommendations from City departments, negotiations with unions as well as various reports on employee salaries and working conditions. These include information about specific employees as well as about general positions and job classes.

Files relating to receptions may include correspondence with visitors, invoices from suppliers, programs and menus, photographs, architectural drawings or artefacts such as buttons and ribbons.

In 1958 the duties of the Committee on Personnel and Legislation were taken over by the Committee on Finance. In 1960 the Standing Committee on Utilities and Personnel was formed by By-Law 18236 to perform the combined functions of the former Committee on Personnel and Legislation and Committee on Public Works.

Aerial photographs [1950 flood]

Subseries consists of black and white aerial photographs, maps, and communications that were created, collected and/or maintained by the City Engineering Department as a record of the 1950 flood. Aerial photographs provide a comprehensive view of Winnipeg and surrounding areas. They capture details related to flooding, the street system, and the built environment. Smaller details like the condition of buildings and signs are not visible. Aerial photographs were taken in May 1950 by an unknown photographer. A key grid for the aerial photographs is included.

A few letters and reports from City Engineer W.D. Hurst appear in this series, including a copy of his report The Red River Valley Flood Problem (March 31, 1949).

Forms part of Series 1. Subseries consists of all surviving correspondence directed toward the Committee on Public Health and Welfare. The correspondence dates from the first year of the City of Winnipeg's incorporation, 1874, until its final year as a unique entity, 1971. The correspondence covers a wide variety of topics including matters relating to health and welfare and the Health Department after it was formed in 1900, but also the formation and management of markets, bath houses and comfort stations; library operations and staffing; licensing issues and inspections; complaints about noise, smoke and other nuisances; and, Health Department staff appointments, requests for leave and general staffing issues.

Forms part of Series 11, Fonds 1. Subseries consists of correspondence, reports and architectural and site plans regarding housing availability, construction and maintenance for housing under the control of the City of Winnipeg. It also contains information on various programs of municipal, provincial and federal governments as they tried to address housing scarcity issues; for example, Wartime Housing Ltd. In later years, family and individual case histories for people seeking shelter are included in the files. The records are in chronological order.

Scrapbook B

Subseries consists of a scrapbook assembled by the City Engineering Department to document the 1950 flood. It contains newspaper clippings from primarily the Winnipeg Free Press and Winnipeg Tribune. Clippings from the Illustrated London News also included.

Newspaper coverage of the 1950 flood starts in Scrapbook A (April 4, 1950 to May 9, 1950) and continues in Scrapbook B (May 9, 1950 to August 16, 1950).

Press Releases

Subseries consists of press releases issued by the office of Mayor Stephen Juba and related documentation, including correspondence and proclamations (1956-1970). Not all of the press releases are final or official copies. A number of them are unsigned. Some draft copies and miscellaneous records on file.

The Mayor’s Office issued press releases as a means of distributing information to the media and the public. Press releases record announcements and statements on a range of topics, such as special occasions, current events, and city projects.

1950 flood photographs

Subseries consists of photographs collected and maintained by the City Engineering Department as a record of the 1950 flood. Photographs primarily document flooded areas in Winnipeg, showing street views, buildings, bridges, and other details related to the built environment. All photographs were taken by Harold K. White Studio.

Election Working Papers

Forms part of Series 2, Fonds 1: Subseries consists of records created, accumulated and used by the City Clerk's Department to run elections for Mayor, Councillors (Aldermen) and School Trustees for Winnipeg School Division No. 1. The records document the process of managing elections including the development of voting procedures, sample ballots and forms, the identification of sites for polls, hiring and training of election workers, complaints, and public notices and publicity for elections.

Voters Lists

Forms part of Series 2, Fonds 1: Subseries consists of Voters Lists or Lists of Electors which were compiled for each civic election and used to determine eligibility to vote. Lists were compiled using assessment information. Lists are arranged by ward and poll and offer limited information such as the names of all those eligible to vote. In certain years, the occupation of each eligible voter is also recorded.
