Civic Charities Endorsement Bureau

Forms part of Fonds 1. Series consists of reports, forms and documentation submitted by organizations seeking permission to solicit funds from the citizens of Winnipeg. Included are application forms, annual and financial reports of organizations, correspondence directed to and sent from the Civic Charities Endorsement Bureau, minutes and verbatim reports of Bureau deliberations, telephone poll results regarding requests from organizations, and police reports on unsanctioned solicitation or suspected cases of fraud. For the most part, files are arranged alphabetically by organization name and cover a wide range of organization types from community clubs to service clubs, health care agencies, hospitals, homes for seniors and orphaned children, and organizations formed in aid of disasters in other countries. A secondary series of files labeled Miscellaneous, "A", "B", "C", etc. contains alphabetical files and correspondence from obscure groups or organizations. Bureau minutes are in chronological order, with minutes numbered sequentially each year. Early files of the Bureau were destroyed.

Sub-series consists of by-laws and attachments in multiple formats. Larger by-laws are bound individually into volumes.

Records consist of selected by-laws and related documents created during Metro’s existence. By-laws are kept in various formats including volumes, folders, binders and notebooks.

Metropolitan Winnipeg Act and Procedure By-law

Series consists of multiple versions of the Metropolitan Winnipeg Act and Procedure By-law of the Metropolitan Corporation of Greater Winnipeg, as well as drafts, revisions, amendments and related reports, correspondence and inter-office memos. The records document Metro’s jurisdiction and boundaries, including the additional zone, and its powers within those boundaries. It also outlines the services Metro provided, its electoral divisions, election processes, organizational structure, terms of office, as well as the powers and responsibilities related to its key functions concerning its financial, assessment, planning, street and transit systems, waterworks and sewage disposal, and parks and civil defence divisions. By-law No. 245 further documents how Metro’s council and committees are to govern their proceedings.

Press Releases

Subseries consists of press releases issued by the office of Mayor Stephen Juba and related documentation, including correspondence and proclamations (1956-1970). Not all of the press releases are final or official copies. A number of them are unsigned. Some draft copies and miscellaneous records on file.

The Mayor’s Office issued press releases as a means of distributing information to the media and the public. Press releases record announcements and statements on a range of topics, such as special occasions, current events, and city projects.

Voters Lists

Forms part of Series 2, Fonds 1: Subseries consists of Voters Lists or Lists of Electors which were compiled for each civic election and used to determine eligibility to vote. Lists were compiled using assessment information. Lists are arranged by ward and poll and offer limited information such as the names of all those eligible to vote. In certain years, the occupation of each eligible voter is also recorded.

Metro, By-laws, Reverse Numerical Volumes.

Sub-series consists of by-laws bound into volumes, with each volume containing between 170 and 370 by-laws. Supporting documents referenced in by-laws are tucked into the pages throughout the volume.

Records consist of an incomplete set of by-laws organized in reverse numerical order. Missing from the series are volumes for by-laws 1-175, 1230-1500, and 1751-1928.
