Metro Committee Files

Series consists of reports, correspondence, plans, promotional materials, unbound meeting minutes, and proposals created and kept by Metro committees and sub-committees, as well as liaison committees formed between Metro and external organizations. Series documents activities related to sinking funds, retirement, property, grants administration, development of a Metropolitan police force, Pan-Am Games, Canadian centennial (1967) and provincial centennial (1970).

Most records are arranged by committee or sub-committee and then in reverse-chronological order to reflect the original order as maintained by Metro’s Executive Director and Chairman of Council. As various committees were responsible for centennial planning and shared certain functions, their records were compiled into thematic folders. Consequently, files related to both the provincial and federal centennial maintain this organization, rather than the committee-based organization found throughout the rest of the series.

Forms part of Fonds 1. Series consists of by-laws for the City of Winnipeg pre-unicity (1874-1971). By-laws are municipal laws that were passed or amended by City Council. By-laws relate to City land development, regulations, local improvements, street names/openings/closings, authorization of agreements, finance/taxation, governance/administration, and amendments to previous by-laws.

Original by-laws dating 1874-1971 exist in a set of trifolds and are numbered 1-19876. By-laws are numbered chronologically according to date created.

Agreements

Forms part of Fonds 12. Series consists of agreements between the Rural Municipality, Town or City of St. Boniface with various parties. The agreements cover a wide spectrum of transactions: chattel mortgages, major construction contracts for public works projects, grants of easements, entertainment for Centennial Evening, leases or purchases of city owned properties, etc. Various lawyers or law firms retained as City Solicitors executed the agreements.

Agreements are filed numerically (or chronologically by date of creation) in two sets of documents, each of which begins with Agreement No. 1. A large number of agreements are in the form of tri-fold documents. Agreements for major local improvements are flat files and were housed in file folders. The numerical sequence has been retained, however, the tri-fold documents are at the beginning of the file list and the flat files follow.

Forms part of Fonds 12. Series consists of a petition for the establishment of a library in St. Boniface, correspondence regarding the proposed library system and minutes of meetings of the Library Board.

Forms part of Fonds 4. Series consists of all surviving minutes for the Council of the Rural Municipality of Fort Garry. Both regular and special meetings of Council are recorded, as well as minutes of standing or special committees. Indexes for minutes appear at the beginning of many volumes.

Forms part of Fonds 7. Series consists of all surviving administrative correspondence directed toward the Town of Tuxedo. The correspondence is organized by month and year, and dates from January 1962 until December, 1971, the Town’s final year as a unique entity.

The files include documents arising from the business of the Town of Tuxedo, including Council agendas, various accounts, balance sheets and minutes. Correspondence covers a wide variety of topics including matters relating to: centennial year projects; constituent correspondence; Heuback Park; mailings: “To the Residents of Tuxedo”; Metropolitan Corporation of Greater Winnipeg issues specific to Tuxedo; recreation complex; street name changes; Tuxedo Land Associates; Tuxedo Police Working Agreement. Some files include architectural drawings, blueprints and maps.

Forms part of Fonds 7. Series consists of all surviving Town of Tuxedo By-laws no. 1 to 1250; missing are no. 47 to 75 inclusive. Included are agreements, blueprints and maps. Each volume has a numerical table of contents.

Included at the end of the original by-laws are copies of various by-laws within the range of no. 107 to 267.

Forms part of Fonds 8. Series consists of minutes for the Council of the Rural Municipality and City of East Kildonan for the years 1914-1971. Both regular and special meetings of Council are recorded, as well as minutes of standing or special committees and the City of East Kildonan Parks Board and Recreation Board. Minute volumes contain alphabetized indexes.

Forms part of Fonds 9. Series consists of all surviving by-laws for the Rural Municipality and City of West Kildonan. Included are by-laws 1-2997 and 1/62/B-56/71/A, West Kildonan Real Estate by-laws, and a financial ledger.

Financial Records

Forms part of Fonds 10. Series consists of all surviving financial reports, financial ledgers, and other accounting records for the Rural Municipality and City of St. Vital. Each financial report summarizes the municipality’s financial operations on an annual basis as per the audit function. In addition to general ledgers, this series also contains ledgers documenting debentures, housing loan accounts, and tax sales. One volume records financial estimates from 1963 to 1968. Other records include sample debentures and two financial reports for the St. Vital Public Library (1967, 1970).

Series is arranged in two main groupings, financial reports and ledgers. When necessary, records were removed from bound volumes and placed in folders. Oversized items housed in separate containers.

Election Records

Forms part of Fonds 1: Series consists of records created, accumulated and used by the City Clerk's Department to run elections for Mayor, Councilors and School Trustees and to record the vote on money by-laws, referenda and plebiscites. The records document the development of election processes including those designed to implement proportional representation in 1920; disputes regarding the counting of the vote and judicial recounts; nomination papers and oaths of office; staffing of election polls; preparation of voters lists; sample posters, ballots and other documentation created to facilitate the electoral process; and voters lists.

Better Housing Commission

Forms part of Fonds 1. Series documents implementation of The Minimum Standard of Housing By-law through the Better Housing Commission. Records consist of Orders of Non-Conformance to owners of residences, appeals made by building owners, and letters regarding decisions on appeals made by the Commission. The records are generally in chronological order, but not entirely. Some documents with various dates were originally stapled together as cases were heard at specific meetings.

Forms part of Fonds 1. Series consists of the minutes, communications, and reports of the Committee on Finance, and the records of its sub-committee, the Committee on Finance Claims.

The minutes, communications, and reports of the Finance Committee contain a wide range of information relating to works undertaken by the City, program administration, policy implementation, employment practices, and fiscal accountability of the City for the provision of services under Committee jurisdiction.
