Municipal Manuals

Forms part of Fonds 2: Series continues Series 27, after the formation of Unicity. No manual was printed in 1972. The series consists of publications produced by the City Clerk’s Department on an annual basis until 1996, after which time it was produced after each General Civic Election. Information was gathered from city departments and consists of a broad range of data, past and present, reflecting Winnipeg’s political and administrative structure and general activities under the city’s jurisdiction. Every issue contains historical facts, election results, a description of Council, appointments to Standing and Special Committees and Public Boards, descriptions of civic departments and statistics on services delivered by the City. The current publication is available online.

Financial Ledgers

Forms part of Fonds 7: Series consists of all surviving financial ledgers reflecting the financial operations and accounting procedures of the Town of Tuxedo. It includes general ledgers, 1911-1969, synoptic ledgers, 1913-1923, tax sale lands and record book, 1939-1949, and record of estimate books, 1939-1968.

When necessary, records were removed from bound volumes and placed in folders. Oversized items housed in separate containers.

Forms part of Fonds 9. Series consists of all surviving minutes for the Council of the Rural Municipality and City of West Kildonan, and the City of West Kildonan Centennial Scrapbook and Guestbook (1976). Both regular and special meetings of Council are recorded, as well as minutes of standing or special committees.

Valuation Forms

Forms part of Fonds 10. Series consists of valuation and census forms that document, in part, the property assessment function. Forms are initialed by the assessor and record details about the property and the occupants, including outlines of buildings, name and occupation of owners and tenants, assessed value of land and buildings, etc.

Series contains valuation files (1938-1947) and valuation books (1948-1957) that were organized according to township or plan. Books were taken apart and their contents placed in folders.

Municipal Solicitor Files

Forms part of Fonds 10. Series consists of files documenting communications between the Municipal Solicitor and the Rural Municipality and City of St Vital. It records the interpretation and application of law in a variety of municipal affairs, such as council matters, court cases, social welfare and hospital accounts, land and property issues, etc. Most files appear to have been created and maintained at the municipal office. Common record types include correspondence, agreements, copies and drafts of by-laws, court documents, and others.

Series includes groupings based on like subject headings. All groupings have a similar provenance with the exception of files labeled “St. Vital” that were likely assembled by the law firm McDonald & Dunham. Other firms hired by the municipality were Hough, Campbell & Ferguson and Newman, MacLean & Associates.

General Correspondence

Forms part of Fonds 10. Series consists of incoming and outgoing correspondence created and maintained by the Rural Municipality and the City of St. Vital. It documents internal communication of an administrative nature as well as communication with residents, businesses, local clubs and associations, and other governments. Much of the correspondence generated from complaints and requests, either for information or for a specific action. Correspondence between St. Vital and other governments includes letters of congratulations and notices of various decisions or legislative changes. Subjects covered in correspondence are wide ranging and include tax and assessment, property matters, municipal services, licenses, capital works, development, and events.

Series is chronological and arranged by archivist according to month and year. Correspondence files with the City Solicitor and Greater Metropolitan Corporation of Winnipeg, which also appear in this series, filed separately. Loose records (ie: copies of agendas, minutes, reports, etc.) of council meetings, committees and boards placed into files at back.

Personal and/or sensitive materials removed and placed into restricted file.

Forms part of Fonds 11. Series consists of minutes for the Council of the Town and City of Transcona. Both regular and special meetings of Council are recorded, as well as recommendations and/or minutes of the Transcona Relief, Parks Board, Finance, Public Works, Water and Light, Police, Fire, Health, Licenses, Legislation and Reception, Transcona Community Committee and Residents Advisory Group. Indexes exist for some Minute volumes.

Host Society Management Division

Forms part of Fonds 24. Series A includes records created or collected by members or committees of the Host Society responsible for organizing the 2002 NAIG in the years 1994-2002. As the highest level of management, The Host Society was the core of the 2002 NAIG. High level decisions were made at the Host Society level; Host Society meetings were attended by Government representatives, Chairs of other NAIG Divisions, and representatives of related Aboriginal or Metis organizations or groups; and updates from all other NAIG divisions were received and considered by the Host Society. Records include General Manager’s Files, Executive Assistant Files, and the Minutes of the Host Society Organizing Council, Budget & Finance Committee, Executive Committee, Chef de Mission meetings, NAIG Council, Board of Directors, Risk Management Committee, and other Staff Meetings.

Forms part of Fonds 24. Series B consists of records created in the years 1998-2001 to ensure the 2002 NAIG were planned in a fiscally responsible manner, being accountable to the various funding bodies, and providing a financial legacy for the sporting community. Series mainly consists of financial records, records of the Pan Canadian Indigenous Game Fund and Centre for Aboriginal Human Resource Development, and records relating to employment opportunities and internships for Aboriginal Youth.

Forms part of Fonds 24. Series F consists of records that were created in the years 2001-2002 to serve the Division’s purpose of raising money from sponsors to meet the Games budget requirements. Records included within the Series are mainly Sponsorship Agreements and Fundraising Committee meetings and plans.

Series O includes records created in the years 1999-2002 to serve the Division’s purpose of providing the best possible services to the athletes, coaches, managers and cultural participants during their stay at the 2002 NAIG. Records include Operational plans, Venue agreements, Transportation arrangements, Environment plans, Security plans, Sensitivity Programs, Service Plans, and Medical arrangements.
