Subject Files

Forms part of Fonds 3. Series consists primarily of both incoming and outgoing correspondence created and maintained by the Rural Municipality of Charleswood. Files relate to the main functions of the RM, including assessment and taxation, town planning, local improvements, public works, elections, municipal aid, etc. Other files document municipal administration and Council business. Many of the records document the intersections between the RM and residents of Charleswood as well as its relationship with other levels of government and both public and private bodies. Other record types include reports, agreements and legal records, petitions, town and building plans, and photographs.

Series appears to have served as the central filing system for the RM of Charleswood. Each file was given a subject heading and arranged in alphabetical order by the creator. Correspondence with individual residents or other entities was often filed by letter (ie: "A" Miscellaneous). This recordkeeping system was repeated every year from 1949-1971 with some files being carried over. Like subject headings brought together by the archivist. Files created after the City's amalgamation in 1972 removed.

Town Planning Files

Forms part of Fonds 3. Series consists of files created and maintained by the Rural Municipality of Charleswood that document the town planning function. It includes minutes of the Town Planning Advisory Committee, town planning schemes, and project files. Reference files and books of sewer connection permit numbers also appear. File contents are predominantly textual but include numerous urban plans. Much of the correspondence is between the RM of Charleswood and the Metropolitan Corporation of Greater Winnipeg (Metro).

When applicable, records were removed from bound volumes and placed in folders. Minutes of the Town Planning Advisory Committee appear first, followed by general files, town planning schemes, permit numbers books, and project files. Original order of the project files was preserved. Oversized items housed in separate container.

Public Works and Local Improvements Files

Forms part of Fonds 3. Series consists of project files for various local improvements and specifications for public works projects in the Rural Municipality of Charleswood. Local improvement project files include correspondence, legal and financial records, petitions, public notices, tenders, drawings/plans, etc. Specifications for public works were assembled into packages by the Templeton Engineering Company, a consulting firm. These packages contain instructions to bidders, tender forms, agreements as well as other sections describing general conditions and special provisions. Drawings/plans commonly appear in packages.

Local improvement project files appear first, followed by specifications for public works projects. Original order was maintained by preserving the three alphabetical filing systems that comprise the local improvement project files, one of which has a distinct alpha-numeric filing system. Specifications for public works projects appear in chronological order. Files belonging to the City of Winnipeg removed.

Applications for Building Permits

Forms part of Fonds 3. Series consists primarily of applications for building permits and supporting documents organized by the Rural Municipality of Charleswood into an alphabetical filing system. Architectural drawings, blueprints, sketches and other building plans frequently appear throughout this series. Other records created in the course of the application and review process include inspection records, correspondence, and surveyor's certificates. Permits for plumbing, electrical work, and moving also appear as well as applications for culverts.

Each file is identified by address and, in some cases, name of applicant. Files organized in alphabetical order according to street name then address.

As well, the name of the committee changed several times, and this is reflected in the minutes. Minutes typically follow a Council year, as standing committees were struck at the first meeting of each new Council.

St. James - Winnipeg Airport Commission

Forms part of Fonds 1. The series documents the development of Stevenson Field, which later became the Winnipeg James Armstrong Richardson International Airport. Records consist of communications, plans and agreements relating to the development of the airport, operation of the airport by Transport Canada, and eventual transfer of control to the Winnipeg Airports Authority Inc. in 1997. An Index to File Numbers is included. Records were organized alphabetically by subject, each of which was assigned a number, and files were organized in file number order (in practice, the letter "A" precedes the file number). Files with no file number follow those with file numbers.

Special Committee on Street Railway Transportation Matters

Forms part of Fonds 1. Series consists of communications, rough minutes, publicity and reports relating to the City of Winnipeg's intention to lease or purchase the Winnipeg Electric Company, the Suburban Rapid Transit Co., the Winnipeg, Selkirk and Lake Winnipeg Railway Co., the Manitoba Power Co., and the Northwestern Power Co.; issues arising out of the Greater Winnipeg Transit Bill before the provincial legislature; issues arising out of Municipal and Public Utility Board reports on passenger transportation in Greater Winnipeg; competition between taxicabs and the street railway system; and the Winnipeg Electric Company's proposal for a new transportation franchise. The records are arranged in chronological order with some folders relating specifically to publicity.

Forms part of Series 11, Fonds 1. Subseries consists of correspondence, reports and architectural and site plans regarding housing availability, construction and maintenance for housing under the control of the City of Winnipeg. It also contains information on various programs of municipal, provincial and federal governments as they tried to address housing scarcity issues; for example, Wartime Housing Ltd. In later years, family and individual case histories for people seeking shelter are included in the files. The records are in chronological order.

Better Housing Commission

Forms part of Fonds 1. Series documents implementation of The Minimum Standard of Housing By-law through the Better Housing Commission. Records consist of Orders of Non-Conformance to owners of residences, appeals made by building owners, and letters regarding decisions on appeals made by the Commission. The records are generally in chronological order, but not entirely. Some documents with various dates were originally stapled together as cases were heard at specific meetings.

Subseries consists of minutes of the Standing Committees of the Public Parks Board for the City of Winnipeg: the Finance Committee, Boulevards and Tree Committee, Parks Committee, Cemetery Committee, Recreation Committee and Golf Committee. It also contains Special or sub-committee minutes which addressed specific issues.
