It records the voices of Mayor Stephen Juba, Chief Constable George Blow, Fire Chief Cecil Leckie, City Signals Engineer Jack Clarke, Deputy Mayor and Ald. Edith Tennant, Ald. Leonard Claydon, Ald. J. Cropo, Ald. Joseph Zuken, Ald. Slaw Rebchuk, and Contractor Cecil Rilkoff. It was recorded by the City Signals Engineer, Jack Clarke.
