A survey conducted by J.D. Woods and Gordon Limited and submitted to the Special Committee on Efficiency at the request of City of Winnipeg Engineer W.D. Hurst with the purpose of comparing Winnipeg's refuse collection services to a similar survey conducted by the University of California.
The survey examines several refuse collection routes and draws conclusion about their efficiency and costs. The survey makes reference to appendices, such as the initial letter sent by Hurst, but no appendices are attached.
A report prepared by Thomas J. Plunkett, who was the chief advisor on the amalgamation of the Greater Winnipeg Metropolitan Area. The report was created to aid Council members with organizational questions Plunkett assessed they would be confronted with. He described it as a first attempt at setting out a working model of the organizational development of the newly unified City of Winnipeg.
Collection consists of current and historic material that documents the development of the City of Winnipeg and amalgamated municipalities. It includes hard-to-find published and unpublished reports, many of which did not receive wide distribution.
