Special Committee on Housing Conditions

Forms part of Fonds 1. The series consists of communications, reports and plans created and received by the Special Committee on Housing Conditions between 1933 and 1957. Included are reports and publications regarding housing issues in Winnipeg and other jurisdictions, records of the Winnipeg Housing Company Limited, minutes and report of the Fact Finding Board of 1947, reports of the Emergency Housing Department, and numerous architectural and site plans for proposed housing projects. The file code for this special committee was A19 (missing are volumes 2-11).

Winnipeg Board of Parks and Recreation

Forms part of Fonds 1. The Winnipeg Board of Parks and Recreation was responsible for managing all public parks located in the City of Winnipeg. The Board had the power to employ appropriate staff; pass by-laws regarding the use, protection and governance of City parks; assess and levy rates to cover costs for park improvements; and to acquire, expropriate and dispose of land for park purposes. The Board was required to keep records regarding its decisions and financial transactions.

The minutes, by-laws, communications and reports of the Winnipeg Board of Parks and Recreation trace the development of public park space in Winnipeg.

Forms part of Fonds 1: Series consists of publications produced by the City Clerk's Department on an annual basis. Information was gathered from city departments and includes a broad range of data, past and present, reflecting Winnipeg's political and administrative structure and general activities under the City's jurisdiction. Volumes contain historical facts, election results, a description of Council, appointments to Standing and Special Committees and Public Boards, descriptions of civic departments and statistics on services delivered by the City. The first issue in 1904 consisted of only 20 pages. The manual changed over the years and grew in size as new material was added. The series continues after the formation of Unicity in 1972.

Forms part of Fonds 1. Series consists of communications and detailed reports regarding staffing levels and equipment in use by the Fire Department during this period, as well as the availability and pressure of water required to fight fires in various districts of the City. The file includes: a 1916 report on domestic water supply; copy of recommendations following the Stovel fire in 1916; copy of recommendations following the Enderton fire of 1918; blank application for employment with the Fire Department; transcript of meeting held in March of 1920 with statements from firemen who had been dismissed for going out on strike in 1919; departmental organization chart; map sheets showing location of water supply (in poor condition); detailed drawing of sewer structure. The records are contained in one folder and are in chronological order.

The departmental reports contain staff lists including years of service and salary by position as well as detailed information on departmental responsibilities.

Statutory Declarations

Forms part of Fonds 1. Series consists of statutory declarations signed by incoming aldermen, mayors and civic officials. Most declarations are made on printed forms and contain the name and position of the person signing the declaration, as well as information on land ownership in the case of persons elected to council. Included in the series are declarations for the first Mayor of the City of Winnipeg, Francis Cornish, and the first City Clerk for the City of Winnipeg, Alexander MacDougall Brown. The series is not complete. Declarations are also found in Series 2, Election Records.

City Hall Press Cards

Forms part of Fonds 1. Series consists of a handwritten list of the names of journalists issued press cards from circa 1959 until 1977. Included are thumbnail photographs of radio, print and television journalists and a few signed press cards. The entries are chronological.

Forms part of Fonds 1. Series consists of information gathered from departments by the Special Committee to Investigate Inspection Services. Information in departmental reports includes the names and salaries of inspectors, duties performed, statistics regarding infractions and charges under the various by-laws governing city markets and food vendors, licensing of premises, sewer and water connections, scavenging (solid waste pick-up), and sanitary conditions in commercial buildings and housing stock.

Series consists of information gathered from departments and other jurisdictions in Canada and the United States by the Special Committee on Organization and Administration of Civic Departments. Information requested of other jurisdictions was laid out in a questionnaire and covered such things as the form of administration employed for protecting persons and property, health and sanitation, transportation, education, recreation, public charities and financial management; a sample of the questionnaire is contained in the file. Civic Charities Endorsement Bureau

Forms part of Fonds 1. Series consists of reports, forms and documentation submitted by organizations seeking permission to solicit funds from the citizens of Winnipeg. Included are application forms, annual and financial reports of organizations, correspondence directed to and sent from the Civic Charities Endorsement Bureau, minutes and verbatim reports of Bureau deliberations, telephone poll results regarding requests from organizations, and police reports on unsanctioned solicitation or suspected cases of fraud. For the most part, files are arranged alphabetically by organization name and cover a wide range of organization types from community clubs to service clubs, health care agencies, hospitals, homes for seniors and orphaned children, and organizations formed in aid of disasters in other countries. A secondary series of files labeled Miscellaneous, "A", "B", "C", etc. contains alphabetical files and correspondence from obscure groups or organizations. Bureau minutes are in chronological order, with minutes numbered sequentially each year. Early files of the Bureau were destroyed.

Cornerstone Casket, 1875

Forms part of Fonds 1, City of Winnipeg (1874-1971): Series 82 consists of items contained in a casket prepared by City Council for placement in the cornerstone of the City's first city hall.

Not long after incorporation, City Council proposed construction of a city hall. A site on Main Street between William and Market Avenues was selected. On August 17, 1875, the cornerstone of the new city hall was laid with Masonic honors by Grand Master the Rev. Dr. Clark and officers of the Grand Lodge. A civic holiday was declared to mark the occasion, and speeches were made by Chief Justice Wood, the Hon. R. S. Davis, Premier of Manitoba, and American Consul James Wickes Taylor. At the ceremony, a casket was deposited into the cornerstone ' the casket contained coins, bills, newspapers and photographs of the City. Today, such a box would be called a time capsule.

Completed in 1876 and formally opened on March 14 of that year, the first city hall suffered chronic structural problems. Repairs were attempted, but were not successful, and for some time, the building was propped up with wooden braces until it was finally judged unsound and demolished in 1883. At demolition, the casket was removed and eventually placed into the cornerstone of the second city hall. When this building was demolished in 1962, the caskets were moved to a bank safety deposit box and then to the Archives.
