Administrative history

The Metropolitan Corporation of Greater Winnipeg (Metro) was established by Manitoba’s Metropolitan Winnipeg Act in 1960 to govern the distribution of services between the City and surrounding areas. It was dissolved in 1972 when suburban municipalities amalgamated with Winnipeg under the project called Unicity. Metro had jurisdiction over inter-municipal services such as water, parks and public transportation. It was responsible for municipal boards and commissions as well as services previously administered by suburban municipalities. Metro was affiliated with suburban municipal governments, rural and otherwise, for Brooklands, Charleswood, East Kildonan, Fort Garry, North Kildonan, Old Kildonan, Saint-Boniface, Saint-Vital, St. James, Transcona, Tuxedo, and West Kildonan. In 1969 the Province of Manitoba undertook a review of this system, which led to Metro’s dissolution. It was governed by a Council and Committees system, the administrative functions being organised into divisions, and each reporting to the Executive Director of the Corporation. In its time, Metro was the second two-tiered municipal government in North America.

Series consists of bound council minutes that record council motions related to by-laws, communications, appointments as well as the establishment and regulation of committees and functions regarding parks, water, public transportation, civil defence, planning and assessment, and others.

The volumes are arranged chronologically. In most cases, two books were produced annually documenting meetings held between January and June and July and December. Meeting minutes from 1960 begin with Metro’s inaugural meeting held on November 1 of that year and continues to the end of June. An index can be found in the first book of a given year. With the exception of the 1963 minutes, each volume has a number printed on its spine. The first four volumes are assigned numbers I to IV. Beginning in 1964, each book documenting the period from January to June is annually identified as “book 1” and followed by “book 2” for the July to December period.

The records consist of one complete set of original and signed meeting minutes and one sub-series.

Physical condition

The first four volumes have some damage to the spine. The bases of the spines are creased, partially obscuring the volume numbers and the tops are caving inwards. Some scratching and creasing is also present along the sides. Some pages in Volume III are coming apart at the base and one page has had its right outer edge trimmed off, cutting off some text. The trimmed portion is tucked into the book.
