Formed by four Controllers, the Board of Control was added to the City Council in 1907 in accordance with By-Law 4148. The Board of Control was elected annually by a vote of the entire city to conduct the executive work of the City of Winnipeg. As the executive body, responsibilities of the Board of Control included financial matters, the calling of tenders and awarding of contracts, directing and controlling departments, the nomination of all heads and subheads of departments and other permanent employees, inspecting and reporting to Council on municipal works within the city, and generally administering the affairs of the city (excepting the Public Schools and Police Department). The Board of Control was abolished by vote at the end of 1918.
Scope and content
Forms part of Fonds 1. Series consists of the Minutes and corresponding packfiles, and communications files, of the City of Winnipeg's Board of Control.
Groups of records in this series include bound minute books (1907-1918) which record the minutes of Board of Control meetings, and refer to corresponding Packfiles which contain detailed records of the many responsibilities and transactions of the executive body of the city council. These numbered files include letters sent and received, board of valuation and revision forms, blueprints, accounts, financial reports and weekly water statistics.
A second group of Packfiles consists of Communications records (1906-1915), which correspond with Letter Registers.
A third group of Packfiles consists of the Board of Control Appropriation Balances.
Bound volumes include the Board of Control Claims Committee, Board of Control Costs Records, Record of Works Ordered, and Letter Registers.
Board of Control volumes are mainly in good condition, although the bindings and pages of some are fragile and should be handled with care. The condition of Board of Control Packfiles ranges from good to fragile.
Immediate source of acquisition
Especially fragile packfiles have been unfolded, flattened, and rehoused in Hollinger boxes. Others are trifolds or in folders in packfile boxes.
