By-laws are municipal laws that were passed or amended by the City Council. By-laws relate to City land development, regulations, local improvements, street names/openings/closings, authorization of agreements, finance/taxation, governance/administration, and amendments to previous by-laws.

Series consists of all surviving by-laws for the Rural Municipality and City of St. Vital (1885-1971).* The earliest by-laws belong to the RM of St. Boniface, the predecessor and former name of St. Vital. By-laws passed by the Winnipeg Suburban Municipal Board, acting on behalf of St. Vital, appear from 1925 to 1927. Included in this series are schedules and other supporting documents as well as a set of indexes (1880-1971).

By-laws were pasted into volumes by the creator or attached to pages with tape or glue. By-laws often appear out of order as noted by the creator and, in a few instances, only copies are included. Series is arranged numerically (or chronologically by date of creation). All by-laws, except for those in volume 46, were kept in their original books.

*Includes by-laws 22 to 8738, not inclusive. Multiple by-laws, especially from 1885 to 1914, are missing. There is a significant jump in the numbering system from 2099 to 3000. For a more detailed description, see file list.

Forms part of Fonds 26. Series consists of by-laws for the Rural Municipality of Kildonan. Included are bound by-laws numbered 229-417 (1908-1914), supporting documents tucked or stapled into bound volumes, and by-laws 4-417 folded in cardboard sheathes in packfile boxes. By-laws are not in perfect chronological order, and some may be missing.

Series consists of 269 numbered by-laws of the Greater Winnipeg Water District. Two indices are available: Index to By-Laws 1-163 and Index to By-Laws 164-258. The last eleven by-laws are not included in either index. The indices list by-laws in number order and provide a description of their purpose. By-laws were drafted for a variety of reasons, including appointments to District boards, to define duties of District officers, to borrow and/or spend money, to establish rates for municipalities served by the District, and to repeal existing District by-laws.

Forms part of Fonds 3. Series consists of all surviving by-laws for the Rural Municipality of Charleswood (no. 1 to no. 1779*). These documents authorized and regulated the activities of Council and the running of municipal affairs. Included are agreements and contracts, urban plans, and additional textual records. By-laws were subject to provincial legislation and therefore orders of approval issued by the Municipal and Public Utility Board and, after 1959, the Municipal Board of Manitoba regularly appear.

Records were removed from bound volumes and placed in folders. By-laws are filed numerically (or chronologically by date of creation) with the contents of files 59-88 appearing in reverse chronological order.
