The duties of the Committee on Public Health and Welfare were: to consider and report to Council on matters pertaining to public health, sanitation, licensing, public markets and weigh houses, comfort stations, and some library matters; to report to Council on the work of the Health Department after its formation in 1900; to act as an agent for the Dominion and/or Provincial governments; to liaise with agencies outside of Winnipeg that received or provided services; and to assist persons on social assistance to find employment.

The minutes, communications and reports of the Committee on Public Health and Welfare and the City of Winnipeg Health Department trace decision making, program administration and fiscal accountability of the City for the provision of services under Committee jurisdiction.

The records consist of three sub-series:

Sub-Series 1:Minutes, 1876-1971

Sub-Series 2:Committee on Public Health and Welfare Communications, 1874-1971. Files arranged variously in chronological or file number order.

Sub-Series 3:Reports, Monthly and Annual, Health Department, 1908-1968.

A report by the Health Department, Communicable Diseases Division for June, 1919, submitted to A.J. Douglas, Medical Health Officer. Statistics are listed for various diseases and the operational difficulties caused by the General Strike are addressed.

A report submitted to A.J. Douglas, Chief Health officer, regarding dairy inspection for the month of June, 1919. It is noted that, due to the General Strike, special inspections and deliveries were made in cooperation with the Food Committee.

Records regarding the establishment of an all-year public market. Records include two photographs of Public Market in the North End.

Annual reports of the Department of Health for the years 1917-1921. Provides information and statistics on Department initiatives and public health within the City more generally, including diseases (including the “Spanish Influezna” or “Spanish Flu” outbreak), inoculations, education campaigns, food quality, scavenging and waste disposal, deaths, and general saniation. Also includes information about budgets and finances within the Department.

Forms part of Series 2, Fonds 1: Subseries consists of records created, accumulated and used by the City Clerk's Department to run elections for Mayor, Councillors (Aldermen) and School Trustees for Winnipeg School Division No. 1. The records document the process of managing elections including the development of voting procedures, sample ballots and forms, the identification of sites for polls, hiring and training of election workers, complaints, and public notices and publicity for elections.

Forms part of Series 2, Fonds 1: Subseries consists of Voters Lists or Lists of Electors which were compiled for each civic election and used to determine eligibility to vote. Lists were compiled using assessment information. Lists are arranged by ward and poll and offer limited information such as the names of all those eligible to vote. In certain years, the occupation of each eligible voter is also recorded.

Forms part of Fonds 1. The series consists of communications relating to project identification, coordination and planning for post-war reconstruction within the City of Winnipeg. The records are in three folders labeled A49, A49(2) and A49(3). Communications are arranged in chronological order.
