Board of Control

Forms part of Fonds 1. Series consists of the Minutes and corresponding packfiles, and communications files, of the City of Winnipeg's Board of Control.

Groups of records in this series include bound minute books (1907-1918) which record the minutes of Board of Control meetings, and refer to corresponding Packfiles which contain detailed records of the many responsibilities and transactions of the executive body of the city council. These numbered files include letters sent and received, board of valuation and revision forms, blueprints, accounts, financial reports and weekly water statistics.

A second group of Packfiles consists of Communications records (1906-1915), which correspond with Letter Registers.

A third group of Packfiles consists of the Board of Control Appropriation Balances.

Bound volumes include the Board of Control Claims Committee, Board of Control Costs Records, Record of Works Ordered, and Letter Registers.

Special Committee to Investigate Inspection Services

Forms part of Fonds 1. Series consists of information gathered from departments by the Special Committee to Investigate Inspection Services. Information in departmental reports includes the names and salaries of inspectors, duties performed, statistics regarding infractions and charges under the various by-laws governing city markets and food vendors, licensing of premises, sewer and water connections, scavenging (solid waste pick-up), and sanitary conditions in commercial buildings and housing stock.

Special Committee on Consolidation of By-laws Defining Duties of Council and Committees and Officers of the City

Forms part of Fonds 1. Series consists of information gathered from departments relating to proposed amendments to by-laws defining duties of council, committees and civic officers. Reports from department heads outline their primary responsibilities and the number of staff under their jurisdiction, as well as duties that may be more suitably assigned to another department. Included are several departmental organization charts and rough minutes of the committee.

Forms part of Fonds 1. Series consists of all surviving correspondence for the Parking Authority (1959-1965, 1970-1972). Other record types include reports and financial records.

St. James - Winnipeg Airport Commission

Forms part of Fonds 1. The series documents the development of Stevenson Field, which later became the Winnipeg James Armstrong Richardson International Airport. Records consist of communications, plans and agreements relating to the development of the airport, operation of the airport by Transport Canada, and eventual transfer of control to the Winnipeg Airports Authority Inc. in 1997. An Index to File Numbers is included. Records were organized alphabetically by subject, each of which was assigned a number, and files were organized in file number order (in practice, the letter "A" precedes the file number). Files with no file number follow those with file numbers.

Winnipeg Board of Parks and Recreation

Forms part of Fonds 1. The Winnipeg Board of Parks and Recreation was responsible for managing all public parks located in the City of Winnipeg. The Board had the power to employ appropriate staff; pass by-laws regarding the use, protection and governance of City parks; assess and levy rates to cover costs for park improvements; and to acquire, expropriate and dispose of land for park purposes. The Board was required to keep records regarding its decisions and financial transactions.

The minutes, by-laws, communications and reports of the Winnipeg Board of Parks and Recreation trace the development of public park space in Winnipeg.

Included are reports, letters and newspaper clippings regarding site selection, the design competition and award, construction, unveiling ceremony, and committee wrap-up in August of 1929. The records are in chronological order.

Forms part of Fonds 1. Series consists of communications referred to the Special Publicity Committee between 1919 and 1920 regarding a proposed advertising campaign for the City of Winnipeg.

Special Jubilee Committee for Winnipeg's 50th anniversary

Records created by a Special Committee appointed to manage celebrations for Winnipeg's 50th Anniversary celebrations. In addition to correspondence with various businesses, organizations, and others, the series contains a scrapbook documenting the parade that took place on June 18, 1924, which includes photographs, newspaper clippings, and other material.

City Surveyor

Series consists of correspondence, all of which relates to personnel matters including recommendations about specific individuals, wages and classifications, employment policies such as the so-called “Slave Pact” implemented after the strike in 1919, seniority lists and related staffing policies and practices.

Public Safety Building Time Capsule

Series consists of the following: 1) copper time capsule with tin/lead solder 2) audio recording of the laying of the cornerstone ceremony held on November 30, 1965, 3) envelope submitted by the Police Department containing a list and photos of employees and a photo of the Rupert Avenue Police Station (now demolished), 4) envelope submitted by the Fire Department containing a list and photos of employees, cap badges, uniform buttons, and a procedure manual, 5) envelope submitted by the Signals Department containing a list of employees, 6) envelope submitted by the City Magistrate containing a list and photos of employees and court statistics from 1964.

Joint Committee on Vacant Lands Settlement

Series consists of the June 18, 1888 Report of the Secretary of the Joint Committee on Colonization of the City Council and Board of Trade; June 16, 1888 Report of Mr. McNee, Agent; June 15, 1888 Report of Mr. Woods, Agent; June 14, 1888 Report of Mr. Smith, Agent at Station. The reports provide details regarding the agent's work, places visited, and the volume of materials distributed.

Special Committees, Minutes

Forms part of Fonds 1: Series consists of bound minute books for special committees struck by Council. The minute books are chronological and each one contains minutes for multiple special committees active during a given timeframe. In most volumes, a list of special committees and their respective page numbers are recorded on the first few pages of the volume. Not all special committees appear in volume listings and not all page references are complete. Most special committees have associated correspondence and working papers in addition to minutes. These records are separate from minutes. From about 1924 onward, special committees and their associated files were assigned an alpha-numeric code beginning with the letter "A".

Council established special committees to investigate and manage various projects, issues and questions placed before the City. Special committees were typically struck by a Council motion that outlined committee composition and responsibilities, and permanently adjourned once the issue had been resolved or referred to Council with a recommended course of action.

Municipal Manuals

Forms part of Fonds 1: Series consists of publications produced by the City Clerk's Department on an annual basis. Information was gathered from city departments and includes a broad range of data, past and present, reflecting Winnipeg's political and administrative structure and general activities under the City's jurisdiction. Volumes contain historical facts, election results, a description of Council, appointments to Standing and Special Committees and Public Boards, descriptions of civic departments and statistics on services delivered by the City. The first issue in 1904 consisted of only 20 pages. The manual changed over the years and grew in size as new material was added. The series continues after the formation of Unicity in 1972.

Playgrounds Commission

Forms part of Fonds 1. Series consists of minutes and financial records of the Committee on Public Playgrounds for Winnipeg, the Playgrounds Association of the City of Winnipeg and the Playgrounds Commission as well as minutes for various special or sub-committees formed to undertake specific tasks. The minutes are in chronological order.

Special Committee on Investigation of the Fire Department

Forms part of Fonds 1. Series consists of communications and detailed reports regarding staffing levels and equipment in use by the Fire Department during this period, as well as the availability and pressure of water required to fight fires in various districts of the City. The file includes: a 1916 report on domestic water supply; copy of recommendations following the Stovel fire in 1916; copy of recommendations following the Enderton fire of 1918; blank application for employment with the Fire Department; transcript of meeting held in March of 1920 with statements from firemen who had been dismissed for going out on strike in 1919; departmental organization chart; map sheets showing location of water supply (in poor condition); detailed drawing of sewer structure. The records are contained in one folder and are in chronological order.

Special Committee on Amalgamation

Forms part of Fonds 1. Series consists of detailed reports on responsibilities and staffing complements for all city departments, draft Report of the Special Committee on Survey of Civic Administration and Question of Consolidation of Departments. The departmental reports contain staff lists including years of service and salary by position as well as detailed information on departmental responsibilities.
