Winnipeg Flood Record and Archives Committee

The Flood Record and Archives Committee was created in May of 1997 by the Chief Commissioner, Board of Commissioners of the City of Winnipeg, and was dissolved in [1998]. Its mandate was to collect records of all Winnipeg, Manitoba floods from City departments and to add to existing archives. Collecting focussed on records created by the City of Winnipeg administration, records collected from outside organisations for elected officials, and records existing in the City of Winnipeg Archives. The Committee was chaired by the City Clerk, and included the City Records Manager and Archivist, the Emergency Program Co-ordinator, and a Flood of the Century journalist from the Canadian Broadcasting Corporation.

The Emergency Preparedness and Co-ordination Committee was created in the early 1980’s, and managed the 1997 flood in Winnipeg. It co-ordinated the activities of all civic departments, outside agencies, the public sector, and volunteer groups during the State of Emergency. In April and May, sandbagging operations were undertaken along rivers in the city and in the flooded regions to the south as the Red River crested at 24.5 feet above normal. Rural and urban areas were evacuated, and the Provencher Bridge in Saint-Boniface was closed. The EPCC’s permanent provincial affiliate is the Inter-agency Committee for Emergency Preparedness, co-ordinated by the Manitoba Emergency Measures Organisation. The EPCC is supervised by the city’s Emergency Control Committee (Mayor, Deputy Mayor, Chair of Works and Operations, Chair of Protection, Parks and Culture, and Board of Commissioners members) which is responsible for implementing the Emergency Preparedness Program. The EPCC is chaired by the Commissioner of Protection, Parks and Culture and operates out of the Emergency Operations Centre in the City Hall Council building basement.

Winnipeg (Man.). Joint Committee on Vacant Lands Settlement

The Joint Committee on Vacant Lands Settlement, also known as the Special Committee on Colonization, was appointed by Council on January 30, 1888 to work with the Board of Trade and other interested parties to devise “a scheme for the settlement of vacant lands in the vicinity of the City of Winnipeg”. The City’s interest in settlement of these lands is apparent as early as 1880 when Council passed a motion on June 14 of that year calling for the Dominion government to “unlock” and distribute land “set aside for the children of Half Breeds” in the Manitoba Act of 1870. The Joint Committee’s plan was implemented during the spring and summer of 1888. It involved the preparation and distribution of information pamphlets by travelling agents hired by the Joint Committee and by agents in North American ports of arrival. Various bonuses were offered to agents and others for successful settlement of these lands. In December of 1888, Council instructed the City Solicitor to prepare a by-law that would enable Council to issue debentures to fund the work of the Colonization Committee during 1889 (By-Law 431). Being a money by-law, it was put to a vote by rate-payers and was defeated at the polls. Although the Joint Committee on Vacant Lands Settlement appears not to have continued beyond 1888, communications received by the City suggest that efforts to encourage settlement of lands around the City of Winnipeg were ongoing into the 1890s.

Winnipeg (Man.). Special Committee on Housing Conditions

The City of Winnipeg was incorporated in 1873 by a charter granted by the legislature of Manitoba. At incorporation, the City established a committee system of government: while Council was the governing body for the City, it was in committee that civic policies were formed and executed. The initial task for the first and all subsequent Councils was to strike standing committees for the Council year. In addition to standing committees, Council established special committees to investigate and manage various projects, issues and questions placed before the City. Special committees were typically struck by a Council motion that outlined committee composition and responsibilities. From about 1924 onward, special committees and their associated files were assigned an alpha-numeric code beginning with the letter "A".

The Special Committee on Housing Conditions was formed in December of 1933. In the original motion, the committee was instructed to conduct a detailed survey of housing conditions in Winnipeg. This motion was amended and the scope of the committee expanded to address the "whole matter of housing conditions in the City of Winnipeg". In 1935, the committee was further instructed to look into overcrowding and to determine areas that could be cleared and redeveloped. Between 1937 and 1945, the committee formed and managed the Winnipeg Housing Company Limited and its demonstration home project.

Throughout its history, the committee worked with the federal and provincial governments to take advantage of programs and funding sources for housing starts and renovations. In particular, the committee worked with Wartime Housing Limited to address housing needs for returning servicemen and veterans. In 1947, the committee created a Fact Finding Board to prepare a report on housing conditions up to that point in time.

Acute housing shortages during the 1940s lead to creation of the Emergency Housing Department in 1945, reported to Council through the Special Committee on Housing Conditions. This city department maintained a registry of applicants for housing and available housing units, lead a campaign to encourage citizens to register and rent out unoccupied rooms in their homes, administered various emergency and low rental housing sites, and became increasingly involved in welfare and social work relating to tenants in city housing projects (individual or family case histories are contained in some communications files). Annual reports prepared by the Emergency Housing Department provide statistical data and analyses of the effects of acute housing shortages on those living in substandard housing as well as on the city as a whole.

Effective January 1, 1957, the staff of the Emergency Housing Department were transferred into the Public Welfare Department of the City of Winnipeg, which then reported to Council through the Public Welfare Committee. At the first council meeting in 1957, a motion to "not reappoint" the Special Committee on Housing Conditions carried by majority and it was discontinued.

Winnipeg (Man.). Better Housing Commission

In addition to standing committees, Council established special committees and commissions to investigate and manage various projects, issues and questions placed before the City.

The Better Housing Commission was formed in 1966 as specified in Section 707A of The Winnipeg Charter. The Commission consisted of five persons appointed annually by Winnipeg City Council. The Commission heard appeals related to notices issued under By-law No. 19165 (Minimum Standard of Housing Repair By-law). This by-law established minimum standards for the state of repair of the exteriors of residential buildings and of buildings in residential areas, and enabled enforcement. Members of the Commission in its inaugural year were: Alderman S. Rebchuk, George A. Stewart, E. J. W. Akins, T. A. MacFarlen, and Serge Radchuk. With the exception of Serge Radchuk, who was replaced by Fred James in 1967, membership remained the same until the last year of the Commission. The Better Housing Commission ceased operations in 1971 with the formation of Unicity.

Winnipeg (Man.). Special Committee on Housing Conditions, Winnipeg Housing Company Limited

The Special Committee on Housing Conditions was formed in 1933 and was responsible for the creation of the Winnipeg Housing Company Limited.

On June 28, 1937, Council accepted a report by the Special Committee on Housing Conditions and instructed the City Solicitor to draft incorporation papers for a company to be known as the Winnipeg Housing Company Limited. The company charter was granted by the Province of Manitoba and issued on July 17, 1937. Formation of the Company had been proposed by the Special Committee to address a severe housing shortage and to provide employment to construction workers and tradesmen during a period of severe unemployment. As well, the Company would enable the City to take advantage of provisions in the Dominion Housing Act for the construction of low cost housing. The success of this endeavor depended upon an amendment to the City's charter to allow the City to exchange residential building lots for common stock in the Company. While this amendment was before the Provincial Legislature, the Company constructed a demonstration home at 804 Ashburn Street; some 20,000 people toured this home in the fall of 1937 and the Company received expressions of interest in building similar homes from a significant number of these visitors. Early in 1938, the bill to amend the City of Winnipeg Charter was defeated in the Provincial Legislature and no further homes were built. In 1938, the Company reorganized to enable construction of low cost rental housing under part two of the National Housing Act of 1937. The Company filed returns at both the provincial and federal level until 1945.

The first (provisional) directors of the Company were: Mayor Frederick Warriner and Aldermen E. D. Honeyman, R. A. Sara, J. Blumberg and J. Simpkin. Alderman Sara, who served as Secretary-Treasurer and Secretary of the Company, was also Chairman of the City's Special Committee on Housing Conditions for the years 1937-1941. In September of 1937, Frank E. Halls of the construction company Carter, Halls, Aldinger Co. was elected a Director and then President of the Company.

The Special Committee on Housing Conditions was formed in 1933. The Fact Finding Board on Housing Conditions was appointed in April of 1947 and completed their work in June of 1947.

The Fact Finding Board on Housing Conditions was established by Council in April of 1947. The motion read: "Be it resolved that a fact finding board in respect of housing in general in Winnipeg be appointed by the mayor and that the board report to council by July 1." The Board was made up of three aldermen and the mayor, and one member each from the following organizations: Winnipeg House Builders Association, Greater Winnipeg Lumber Dealers Association, Winnipeg Builders Exchange, Building Trades Council of Winnipeg, Winnipeg and District Trades and Labour Council, Canadian Legion, B.E.S.L. and Winnipeg Unit, Army and Navy Veterans in Canada. The Board solicited information from various jurisdictions, as well as briefs from individuals or groups with an interest in solving the City's housing crisis. The final Report of the City of Winnipeg, Fact Finding Board on Housing in Winnipeg was completed June 27, 1947 and the Board was dissolved.

Clark, Owen

Owen Clark was born on July 16, 1938 in Winnipeg, Manitoba. His first experience playing a musical instrument occurred in 1955 at a Canadian Army cadet camp in Dundurn, Saskatchewan where he played the snare drum. A year later at Tec Voc High School in Winnipeg, Clark replaced an absent bass drummer in a school performance, and decided to become a professional musician when he was invited to join the country group, the CKY Playboys in the late 1950s. In 1971, Clark graduated with a Bachelor of Music Education and a Licentiate Diploma in Performance (High Distinction in Percussion) from McGill University in Montreal. In 1974, he received a Masters of Science in Education (Major in Music) from Moorhead State University in Moorhead, Minnesota. Clark has five children and is married to Kolleen Karlowsky.

Clark’s musical skills include drums, vocals, percussion, electric bass, composing and arranging. For many years, he taught The History of Rock Music and Percussion at the University of Manitoba, and Music, Canadian History and Computer courses in the Seven Oaks School Division (Winnipeg). He was a radio announcer and chair of the program committee at CJNU radio station in Winnipeg and performed for radio and television, including recording at CBC (TV and Radio), CTV, CKND, and Shaw cable television network. In addition, Clark performed on albums, jingles, films, documentaries and videos at major Winnipeg recording studios. His symphonic experience includes the CBC Montreal Opera Orchestra, Les Grande Ballets Canadienne, National Arts Center Orchestra (Ottawa), Fargo-Moorhead Symphony Orchestra, Winnipeg Symphony Orchestra, Royal Winnipeg Ballet, National Ballet, the Manitoba Opera Co., and the CBC Winnipeg Orchestra. Commercially, Clark has performed Classical, Jazz, Rock, Country, Pop, Latin music and in musical theatre, and has appeared with Stevie Wonder, Sarah Vaughan, the Four Aces, Esquivel, Lionel Hampton, Jazzmobile, Stanley Black, Arthur Fiedler, Vincent Price, the Queen City Kids, Rich Little, Lenny Breau, Tom Jackson, Harry Belafonte, Ron Paley, Bob Hope, Andy Williams, Gloria Loring, Freddy Fender, Pat Boone, Bobby Curtola, Len Cariou, Catherine McKinnon, and on Sesame Street, Disney On Parade, the Ice Capades, Alan Blye, Aubrey Tadman, Rainbow Stage, Manitoba Theatre Centre, and The Warehouse Theatre. As co-owner of Clark Productions Ltd. since 1980, Clark plays drums, bass, and percussion and sings with Owen Clark and the Good Time Dance Band, the Owen Clark Big Band, the Ragtime Strutters, and the Owen Clark Jazz Group. He also freelances with many bands, singers, and performing groups in the Winnipeg area. In 2008 he published the book, Musical Ghosts: Manitoba’s Jazz and Dance Bands, 1914-1966 using many photographs from his Collection in the book.

As part of a creative arts committee at Elwick Community School in Winnipeg, Manitoba Clark was awarded the Hilroy Fellowship for Innovative Teaching in 1986. In 2009, he received the Manitoba Jazz Musician of the Year Award and an Association for Manitoba Archives Manitoba Day Award. In 2011 he was nominated for a Winnipeg Arts Council Arts Award.

Frost, Richard L. (Rick)

Richard L. (Rick) Frost worked for 25 years in municipal public service and was the Chief Commissioner of the City of Winnipeg from 1989 until 1997. During his municipal career, he served in many leadership roles including President of the Canadian Municipal Managers Association, President of the Ontario Municipal Management Association and President of the Ontario Municipal Management Development Board. He is currently the Chief Executive Officer of The Winnipeg Foundation, Canada’s oldest and third largest community foundation. Since joining The Winnipeg Foundation in 1997, he has served on the Boards of many organizations including the Winnipeg Regional Health Authority, CancerCare Manitoba Foundation, The Associates – Asper School of Business, and Dorais Charities. He is also Past Chair of Community Foundations of Canada, a national membership organization serving Canada’s 190+ community foundations and serves on the Premier’s Economic Advisory Council. Mr. Frost holds a Master of Arts (History) from McMaster University, a Master of Public Administration from Queen’s University and Honorary Doctorates of Law from both the University of Winnipeg and the University of Manitoba.

Smaill, William

William Smaill was born in Montréal in 1870 and was educated as a chemist and a civil engineer. In 1892, Smaill was living in Acadian Mines, Nova Scotia, but briefly returned to Montréal to marry Jane Robinson Batt, who was from Ireland. In 1894, they had a son, William Hubert, and a daughter, Margaret Kathleen, in 1896. Shortly after this, Smaill and his family moved to Rat Portage (now Kenora), where he worked as a mining engineer and had two more children: Elsie in 1899 and Carlton in 1901.

Smaill was involved in the construction of the Winnipeg Aqueduct that transports safe drinking water from Shoal Lake to Winnipeg. Preliminary work for the aqueduct began in 1914 and included the building of the Greater Winnipeg Water District Railway and the Falcon River Diversion that diverted the waters of Falcon River, which had an unwanted colour, to Snowshoe Bay. The diversion solved the problem of unwanted colouration of the water supply, but had the effect of limiting Kekekoziibii Shoal Lake 40 First Nation's access to the mainland. In September 1914, contracts were awarded to various companies to build portions of the aqueduct. The Northern Construction Company and the Carter Halls Aldinger Company made a joint bid and were awarded contracts 32, 33, and 34 to build over 47 miles of the aqueduct between Indian Bay and the Whitemouth River. The Winnipeg Aqueduct Construction Company, a conglomerate of Northern Construction and Carter Halls Aldiner, was incorporated in January 1915. William Smaill served as the new company’s superintendent, overseeing the construction of its portion of the aqueduct. The aqueduct was completed in March 1919.

Smaill took many photographs of the construction process and believed photography could be used as an engineering tool. He gave a paper to a University of Manitoba engineering class in 1918 titled, “The Uses of the Camera in Engineering Work”. He wrote several other papers on the aqueduct’s construction, including articles for the Excavating Engineer (1915 and 1917) out of Milwaukee, Wisconsin, and the Engineer News Records (1917), out of New York City.

Smaill and his family lived in several places while construction of the aqueduct was underway. These places included Reynolds, Manitoba, the Rural Municipality of Springfield, Manitoba, as well as various camps along the aqueduct’s construction route. Shortly after the aqueduct’s completion, Smaill and his wife moved to Vancouver, British Columbia, where he was involved in the construction of the Ballantyne Pier and the Second Narrows Bridge. Smaill’s son, William Hubert, also an engineer, served in the First World War as a sapper from 1916 to 1918. Smaill’s other son, Carlton, died in 1921. Smaill passed away in Vancouver in 1947.

St. James - Winnipeg Airport Commission

In 1936, after considering a number of sites for the establishment of an airport, the City of Winnipeg and the Rural Municipality of St. James agreed to develop Stevenson Field as a modern municipal airport. Stevenson Field had been operated by the Winnipeg Flying Club on land in the Rural Municipality of St. James since 1929. It was named for Captain F. J. Stevenson, a noted Manitoba flyer who died in a crash in 1928. Private flyers, commercial companies and the RCAF Non-Permanent Squadron used this field. The new airport was to be managed and controlled by a commission.

The St. James - Winnipeg Airport Commission Act was passed by the Legislature of Manitoba in 1938 and the inaugural meeting was held on March 30, 1938. The Commission was a statutory corporation with full control over the operation of the airport, with the added intent to work toward making the airport into a self-sustaining commercial entity. In 1940, the Government of Canada embarked on its Empire Air Training Scheme and Stevenson Airport was placed under the direction of the Minister of Transport for the duration of World War Two. During this time, the Commission continued in an advisory capacity. Following the war, the federal government retained control of the airport and the Commission continued in an advisory role. In 1962, the name "Stevenson Field" was changed to "Winnipeg International Airport". In 1965, the Commission was wound up and its assets distributed. In 1997, Transport Canada transferred control of the Winnipeg James Armstrong Richardson International Airport to the Winnipeg Airports Authority, Inc.

The Commission was comprised of seven members: two were members of the Council of the City of Winnipeg; two were members of the Council of the Rural Municipality of St. James; two were non-Council members (one selected by the City of Winnipeg and one selected by the Rural Municipality of St. James); and one was a representative of the aviation industry in the Greater Winnipeg area appointed by the six other members. Under the terms of incorporation, the Commission was required to report to Council at the end of each year or as required.

Western Canada Fire Underwriters' Association

The Canada Fire Underwriters’ Association (CFUA) was founded in 1883 by thirty participating fire insurance companies “to establish tariffs of rates for all cities, towns and villages, making due allowance for construction and the fire appliances of each, and to make rules for the due regulation of business generally”. To reflect changes and growth in the mandate of the CFUA, the Association underwent several name changes over the years, changing its name to the Canada Underwriters’ Association in 1936 and to the Insurers’ Advisory Organization in 1975.

In 1911, the CFUA struck an agreement with the Charles E. Goad Company by which the Company was to create and revise fire insurance plans exclusively for the Association. This arrangement was terminated in 1917 and soon after the CFUA established its own plan department, known as the Underwriters’ Survey Bureau, Limited. In 1931, the Bureau purchased all assets of the Goad Company, including the copyright to insurance plans. The CFUA’s Western Canada Fire Underwriters’ Association Plan Department created fire insurance plans for the Prairie Provinces until the centralization of plan production in 1960. After completing the revision of the Winnipeg plan in 1975, the Association decided to cease development of fire insurance plans due to increasing costs and limited demand. The Insurers’ Advisory Organization is still in existence today.

Winnipeg (Man.). Special Committee on Street Railway Transportation Matters

In addition to standing committees, Council established special committees to investigate and manage various projects, issues and questions placed before the City. Special committees were typically struck by a Council motion that outlined committee composition and responsibilities. From about 1924 onward, special committees and their associated files were assigned an alpha-numeric code beginning with the letter "A".

The Special Committee on Street Railway Transportation Matters (originally the Special Committee on Transportation Question) was established by Council motion in October of 1930 for the purpose of "investigating the whole question of the providing of transportation within the limits of the City of Winnipeg". A key issue was the proposed purchase of the Winnipeg Electric Company by the City, and so the series contains considerable information about the Winnipeg Electric Company and the role it played in passenger transportation. Public transportation in Winnipeg dates from 1882, when horse cars were first used. The first electric car began operating in 1892 and horse cars were discontinued in 1894. Gasoline buses were first used in 1918 and trolley buses in 1938. The Winnipeg Electric Street Railway was formed in 1892. By 1900, this company had purchased the horse car company, the Manitoba Electric and Gas Light Company and the Northwest Electric Company. By 1946, the company was operating 30 trolley buses, 215 passenger street cars and 184 motor buses in the greater Winnipeg area and employed 2,432 people, see the Annual Report, 1946 in A9 (17). After protracted negotiations, the proposed purchase was abandoned and the Committee turned instead towards discussion of a new franchise agreement between the City and the Winnipeg Electric Company. A further round of negotiations regarding purchase of the company by the City began in the spring of 1945. The name of the Committee was changed by Council motion on March 6, 1939 to Special Committee on Transportation Franchise and again in June of 1944 to Special Committee on Street Railway Transportation Matters. The file code for this special committee was A9.

Winnipeg (Man.). Board of Parks and Recreation

The first public parks board for the City of Winnipeg was created in 1893 through By-Law No. 575, which adopted provisions in the Public Parks Act enacted by the Province of Manitoba in 1892. Membership of the Public Parks Board was prescribed in the legislation and initially included the mayor, six councillors and six citizen members. The Board met at least once a month. Circa the late 1940’s, the Public Parks Act was incorporated into the Municipal Act RSM as Chapter 141 Division III. An amendment to the Act dated April 20, 1951 resulted in a change of name: from Public Parks Board or Winnipeg Public Parks Board to Winnipeg Board of Parks and Recreation.

When first established, the Board was involved in acquiring land to create a system of urban parks throughout the City – including Assiniboine and Kildonan Parks. In addition to park development, the Board constructed and operated municipal golf courses and swimming pools, was involved in city beautification through tree planting and boulevard construction and maintenance, provided facilities for recreation, and managed the zoo and municipal cemeteries – including Brookside.

The Board had wide-ranging powers, including the ability to purchase property for park purposes and pass by-laws for the use, regulation, protection and governance of City parks. A committee structure was adopted to facilitate the work of the Board. In 1911, the Board passed By-Law No. 10 to regulate the proceedings and conduct of its committees and officers. Committees established by the Board reflected major responsibilities and initiatives. Periodically, special or sub-committees were formed to address specific issues. These were dissolved once the issue had been resolved. For most of its history, the Standing Committees of the Board were as follows:

In 1964, following the transfer of golf courses and large urban parks to the Metropolitan Corporation of Greater Winnipeg, the City of Winnipeg held a referendum on the future of the Winnipeg Board of Parks and Recreation. The result of voting on City of Winnipeg By-Law 19003 was 15,144 for and 12,537 against the dissolution of the Winnipeg Board of Parks and Recreation. By-Law 19060 then established the Committee on Parks and Recreation, which took over all of the duties and responsibilities of the Winnipeg Board of Parks and Recreation effective January 1, 1965.

Winnipeg (Man.). City Clerk's Department

The City of Winnipeg (1874-1971) was incorporated by a charter granted by the legislature of Manitoba on November 8, 1873. The office of the City Clerk was established early in 1874, its primary responsibilities having been defined in the Charter. The main duties of the City Clerk were to record and maintain a record of all resolutions, decisions and proceedings of Council and to act as the Returning Officer for the election of the Mayor and members of Council, for voting on money by-laws or plebiscites and for the election of school trustees for the School District of Winnipeg No. 1 (from 1891). By the 1880’s, the City Clerk was the Vital Statistics Division Registrar and kept records of vital statistics for Winnipeg (births, deaths and marriages). Further, the City Clerk was responsible for purchasing and distributing all stationery supplies required by the City and for preparing and distributing the Municipal Manual, an annual publication first published in 1904. The City Clerk also acted as Clerk of the Greater Winnipeg Water District (GWWD) and the Greater Winnipeg Sanitary District (GWSD). These districts were created in 1913 and 1935, respectively. When the Metropolitan Corporation of Greater Winnipeg (Metro) was created in 1961, the GWWD and the GWSD ceased to exist and the City Clerk was relieved of the task of clerking these two bodies. In 1964, the City Clerk became responsible for the regulation and control of the Civic Charities Endorsement Bureau, which was previously administered by the Public Welfare Department. With amalgamation in 1972, the City Clerk’s Department for the former City of Winnipeg took on this role for the new City of Winnipeg (1972-).

There have been seventeen City Clerks since the incorporation of Winnipeg as follows: A.M. Brown (1874-1883); C.J. Brown (1883-1926); M. Peterson (1926-1935); G.F. Bentley (1935-1945); L.M. Ault (1945-1948); G.L. Gardner (1948-1962); J.B. Kinnear (1962-1964); T. Mitchell (1964-1966); J.A. Masson (1966); W.A. Quayle (1966-1976); H.E. Sanger (1976-1979); R.J. Fergusson (1979-1986); M.G. McCullough (1986-1987); R.B. Hayes (1987-1991); D.E. Browton (1992-2000); R. Kachur (2001-2018); and M. Lemoine (2018-present).

Winnipeg (Man.). Special Committee on Consolidation of By-Laws Defining Duties of Council and Committees and Officers of the City

The City of Winnipeg was incorporated in 1873 by a charter granted by the legislature of Manitoba. At incorporation, the City established a committee system of government: while Council was the governing body for the City, it was in committee that civic policies were formed and executed. The initial task for the first and all subsequent Councils was to strike standing committees for the Council year. In addition to standing committees, Council established special committees to investigate and manage various projects, issues and questions placed before the City. Special committees were typically struck by a Council motion that outlined committee composition and responsibilities.

The Special Committee on Consolidating of By-Laws Defining Duties of Council and Committees and Officers of the City was appointed by Council in January of 1921. The committee consisted of the chairmen of standing committees to which department heads reported regarding the work of the city.

Winnipeg (Man.). Winnipeg Traffic Commission

The Winnipeg Traffic Commission (WTC) was founded in 1954, with the passing of By-Law No. 17252. In 1970, By-Law No. 17252 was replaced with By-Law No. 19782, which contained all amendments made from 1954 to 1970.

The WTC consisted of the City Signals Engineer, City Traffic Engineer, Chief of Police or his representative, a representative of the City Engineer's Department, at least three members of Council, and two or three citizen representatives. The Mayor was made an ex officio member in 1959, and the Fire Chief became a regular member in 1967.

The WTC was authorized to investigate and consider all matters related to the control and regulation of traffic, and make recommendations to Council; make and enforce temporary regulations to meet emergencies and special conditions; direct and co-ordinate all operations of the City related to the regulation and control of traffic; receive recommendations related to traffic; test traffic control devices under actual conditions; and prepare and publish reports on traffic matters and carry out educational activities.
